Description
The purpose of this sources sought notice is to obtain information on qualified and experienced contractors interested in providing proposals on a competitive Route Clearance Vehicle (RCV), Engine & Power Train Component Remanufacture/Upgrade Program. Sources are being sought for this 100% competitive Small Business Set-Aside. THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS IF ADEQUATE RESPONSES ARE NOT RECEIVED. The contract will be a single award, Firm-Fixed Price (FFP) with a one-year basic and four one-year options. The work will consist of pick-up, test, repair, and return and return engines and selected power train components for military RCVs as part of the Program Management Office Assured Mobility Systems (PM AMS) RCV Harvest Program at Letterkenny Army Depot (LEAD). Work performed will be within the North American Industry Classification System (NAICS) Code No. 333618 and the small business size standard of 1000. This program requires the remanufacturing of engines from vendor sources who are designated by the various engine OEMs as authorized rebuild centers, or from vendors that can provide objective evidence that validates their rebuild process, parts, testing and service is equal to or exceeds that of the different OEM specifications and authorization standards. The contractor shall perform remanufacturing and testing that meets or exceeds OEM specifications. In addition, interested sources must be able to provide objective evidence such as a certificate of conformance or other documentation that validates OEM authorization as an approved rebuild center. The contractor must have experience in the repair, overhaul, and testing of engines and power train components to OEM standards. Please see attached Performance Requirements Summary and Performance Work Statement. Request interested firms respond to this notice and provide the following information: (a) Firm's Information [name, address, phone number, and CAGE Code]; (b) Status [e.g., 8(a) - including graduation date, HUBZone-certified small business, Service-Disabled Veteran Owned small business, small business, large business, etc.]; (c) Capability Statement [interested contractors must demonstrate a history of relevant experience, to include experience with the repair, overhaul, and testing of engines and power train components to OEM standards.; Interested contractors must provide the above listed information to the listed point of contact. Information submitted shall be in sufficient detail to allow for Government review of the firm's interest and capabilities. Responses shall be limited to ten pages. The Government reserves the right to establish this acquisition as a 100% Small Business Set-Aside based on the responses received. Once the determination has been made to either set-aside the acquisition or solicit on an unrestricted basis, it will be posted on this website. This notice does not obligate the Government to award a contract, issue a solicitation, or pay for any proposal preparation costs.
