Description
The Department of the Interior, National Park Service is soliciting proposals from firms having the capability to perform the work described below. The solicitation will be issued electronically on the Department of the Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov and will be posted on the Federal Business Opportunities website at https://www.fbo.gov. Paper copies of this solicitation will not be made available. Proposal documents will be available in Microsoft Word. Estimated Issue Date: May 16, 2011Estimated Closing Date: June 16, 2011 Proposal receipt date is approximate; actual date will be established at the time proposal documents are available.All responsible sources may submit an offer that will be considered.Written questions regarding the solicitation will be entertained as well as individual conference call to Contracting Officer. Questions about this announcement and proposed solicitation can be sent to Sybil Winfield, Contracting Officer, sybil_winfield@nps.gov, 303-969-2076/ Anticipated Period of Performance for base period is August 1, 2011 through July 31, 2012 Type of Procurement: A commerical indefinite delivery indefinite quantity (IDIQ) fixed price contract is anticipated for award requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability and past performance, in comparison to its price (best value). The contract award will be for one year, with three one-year options to extend up to a total of four (4) years. The Department of Interior, National Park Service (NPS) anticipates the award of an IDIQ contract to operate and maintain, reconfigure/resize a particulate monitoring network to analyze the all fine (0.0 - 2.5um) and total (0.0 - 10um) filters for mass concentrations; to analyze selected filters for elemental concentrations (H and Na through Pb) and optical absorption; to coordinate analysis of selected filters for ion and carbonaceous material; participate in laboratory and field audits; and establish and conduct an internal quality assurance program. Currently the network is 110 IMPROVE sites and 59 IMPROVE Protocol sites. Site monitoring maintenance will also be required. The NPS office is located in Lakewood, Colorado and monitoring sites are located throughout the country. The contractor location maybe located anywhere within the United States.
