- Statement of Work This is a notification that the Office of the Director, Office of Logistics Acquisitions Management, National Institute of Deafness and Communication Disorders intends to negotiate on a sole source basis with Allama Iqbal Medical Research Centre; Allama Shabbir Ahmed Usmani Road Lahore, Pakistan 54550 under Simplified Acquisitions Procedures to continue the collaboration of DNA collection and analysis from Pakistani families using other than full and open competition procedures pursuant to Federal Acquisition Regulations Part 13.106-1 (b) only one source reasonable available. Attached is a draft Statement of Work. NIH knows of no one who can fulfill this acquisition requirement within the timeframe necessary and with the degree of expertise and experience needed for the quick responses that are necessary in many instances. It would be cost-prohibitive to attempt to orient and train another contractor in the complexities and unique characteristics of the work required. Substituting another contractor would involve an extensive learning curve on the part of the new individual as well as increased and duplicative costs. The North American industry Classification System is 621511 and the size standard is $7,000. This notice of intent is not a request for competitive quotes preparation. No solicitation document exists. Any firm that believes it can provide the stated capability with the established time frame is invited to submit a written notification to the Contract Specialist by May3, 2011 at 1pm EST. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability. Information can be sent to Contract Specialist, Aleise Roberts at aleiser@od.nih.gov. No telephone request will be accepted. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses tot his notice is solely within the discretion of the government. If no responses are received, NIH will proceed with the sole source purchase order. The contractor shall submit a firm fixed price offer including any discounts. Offers shall have detail description of services offered, availability of period of performance, and past performance data for similar work including performance data, and price. A completed copy of FAR provision 52.212-3 Offer Representations and Certifications-Commercial Items, should be submitted with the proposal. A copy of Representations and Certification is available on the FAR website of the internet. The following clauses are applicable to this requirement. FAR 52.212-4, Contract Terms and Conditions - 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; and 52-212-1, Instructions to Offerors - Commercial Items. Offers must be in writing and addressed to the Contract Specialist Aleise Roberts at aleiser@od.nih.gov.
