- This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The objective of this task is to provide conceptual site models consisting of a three dimensional picture of site conditions that will convey what is known or suspected about the sources, releases and release mechanism, contaminant fate and transport, exposure pathways, potential receptors, and risks at each of the major sites/Operable Units to include a concise summary of the sites' history and exit strategies at WPAFB. Also, Vapor Phase Intrusion pathways shall be evaluated at two sites that may influence nearby buildings. The WPAFB basewide groundwater monitoring data is evaluated for 71 sites under the Groundwater Operable Unit (GWOU). Sixty-seven sites (one is the GWOU) are included in RODs, three sites are currently in a Proposed Plan (PP) phase and one site is under Remedial Action. The contractor is to provide complete contract documents for the above mentioned project in accordance with the contract Statement of Work (SOW). The contractor shall provide all personnel, equipment, tools, transportation, supplies, materials, supervision, scientific assistance, technical-efficiency evaluation, subcontract efforts, and other incidentals for the task.
