- DRAFT BROAD AGENCY ANNOUNCEMENT (BAA) BASIC - Commercial Flight of DoD Space Test Program Space Vehicle Payloads (SVPs) Attachment 2 - Draft DD Form 254 to Draft BAA CALL-001 Draft BAA CALL-001 and Attachment 1 to Draft BAA-SMC-SD-010 Basic COMMERCIAL HOSTING OF SPACE TEST PROGRAM (STP) SPACE VEHICLE PAYLOADS (SVPs) AND HOSTED PAYLOADS (HPs) INDUSTRY DAYS AT SPACE DEVELOPMENT AND TEST DIRECTORATE - KIRTLAND AIR FORCE BASE, NEW MEXICO ATTN: COMMERCIAL SPACE LAUNCH PROVIDERS: Interested parties are hereby invited to participate in Industry Day sessions to be held on 6 May 2011 and another date mid May TBD, regarding the draft Broad Agency Announcements (BAA) defined below from the Space Development and Test Directorate (SMC/SD). The first day, 6 May, will focus on Space Vehicle Payloads. The second day, to be scheduled for a date middle of May, will focus on Hosted Payloads. The Industry Day sessions will be held at Kirtland Air Force Base, NM 87117, Building 201. Registration for this event is required. Please contact the Technical POC below by email to register for Industry Day sessions. Registration shall be submitted no later than 12:00PM (MDT) on 4 May 2011. Attendance is limited to no more than 120 people and registration will be closed when that number is met. Due to space constraints, attendance will be limited to three individuals per CAGE code. For base access all attendees will be required to submit their first, last name and middle initial along with the last 4 of their social security number. The requested information shall be submitted no later than 12:00PM (MDT) on 4 May 2011. Once an attendee's information is provided you will be given directions and base entrance instructions. Attendees are encouraged to submit written questions in advance. Questions provided in advance are also due by 12:00PM (MDT) on 4 May 2011. Unless annotated as proprietary to be handled in the individual sessions, questions will be assumed to be general and responses will be provided during the Introductory Briefing. Please Note: This is NOT a "Bidders conference" and this announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind. The Government will not assume liability for costs incurred by any offeror for presentations, marketing efforts or data offered for examination; therefore the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government. For those that cannot make this Industry Day, a copy of the slides, questions, and answers will be posted to this BAA-SMC-SD-010 FedBizOps site. DESCRIPTION: The Space Development and Test Directorate (SMC/SD) will be conducting an Industry Day for Commercial Hosting of Space Test Program Space Vehicle Payloads (SVPs) and Hosted Payloads (HPs). The purpose of this meeting is to provide interested companies/entities with an overview of specific areas of interest, promote an early exchange of information, and provide an opportunity for both the Government and Industry to gather more information prior to the request for studies that will be published on the Federal Business Opportunity web site. The Space Test Program seeks to study the feasibility of using commercial capabilities to meet selected military launch needs for rapid and lower cost alternatives. Interest is in exploring possibilities of launches for individual Space Vehicles (SVs) as payloads and Hosted Payloads. Space Vehicle Payloads (SVPs) are complete SVs in need of launch. Hosted Payloads (HPs) are experiments needing a host space vehicle, integration and testing, launch, and on-orbit operations support through the host space vehicle. The Draft SVP BAA (BAA-SMC-SD-010), the Draft HP BAA (BAA-SMC-SD-011) and BAA Calls are/will be posted in advance of the representative Industry Day. Attendees are encouraged to review these announcements and attachments to support discussions and provide questions. A general session will be held in the morning each day, from 8:30AM to 9:30AM for interested parties to obtain information from the Government Program Managers and Contracting team. Check in time is from 8:00AM to 8:30AM. Individual sessions with interested companies will be scheduled during the remainder of each day. There is no set format for individual sessions. Companies can provide a presentation or ask questions or a combination of both. Currently 30 minutes are allotted per individual company session.
