Description
P11PE00779. This solicitation as well as any issued amendments will be available at the National Business Center website (http://ideasec.nbc.gov) on or about 05/27/2011. A PAPER SOLICITATION PACKAGE WILL NOT BE ISSUED. Telephone, fax, or email requests for this solicitation will not be accepted. The National Park Service, New England Major Acquisition Buying Office (MABO), Acadia National Park, Bar Harbor, Maine intends to contract to implement rocky intertidal monitoring according to a set protocol at nine sites in the New England area for the Northeast Temperate Network and US Fish and Wildlife Service. The work will include planning and logistics, training, protocol implementation, data entry, quality control, reporting, and protocol revision. This contract is for a base year from February 2012 through January 2013 and up to four option years from February 2013 through January 2017. Offeror's proposal must include information for base year plus all option years. A single firm fixed price contract will be awarded to the offeror who represents the best value to the government based on price and technical evaluation factors including past performance, expertise of offeror and key personnel, methodology, and quality of previously published reports or articles. Technical factors, when combined, are significantly more important than total price of base year plus all option years. It is anticipated that the options will be awarded to the contractor who receives the base contract without further notice or competition. NAICS code 541712, Research and Development in the Physical, Engineering, and Life Sciences, with a size standard of 500 employees. Estimated price for base plus all options years is between $100,000 and $250,000. This solicitation is set aside for small business concerns. Hard copy proposal documents only shall be accepted for this solicitation (no faxed or electronic proposal documents will be accepted) and should include prices as well as address the evaluation criteria which will be listed in Section M of the solicitation package. Four copies of each proposal must be received at Acadia National Park by close of business on June 27, 2011 in accordance with Section L of the solicitation.
