Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on NIAID-RFQ1135. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-50 effective April 15, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The associated North American Industry Classification System (NAICS) Code is 517110, which has a small-business size standard of 1500 employees. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure services for constructing a fault tolerant DWDM ring with multiple 10GB channels to connect its Ft. Detrick and Ashburn locations - maximum total distance of 75 kilometers (km). The nature of the business requires the level of fault tolerance and data carrying capacity native to DWDM systems - therefore the maximum decibel (db) loss can be no greater than 25 db. Dark Fiber is the medium of transmission for DWDM. The installed fiber must comply with, or exceed, the following standards and recommendations: *ITU-T recommendation G.652.D* IEC international standard 60793-2-50 type B.1.3 optical fiber specification, *Telcordia GR-20-CORE and *ANSI/ICEA S-87-640 and RUS 7CFR 1755.900 (statement of work attached for more details). The following factors shall be used to evaluate offers: 1) technical capability to meet required specifications; 2) price. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are "Destination" and Net 30. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency. Offers must be submitted no later than 3:00 P.M. Eastern Daylight Time on Friday, May 13th, 2011.
