Description
The U.S. Army Contracting Command, Aberdeen Proving Ground, Sector W, on behalf of the U.S. Army Research, Development and Engineering Command (RDECOM), Communications and Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD), intends to negotiate with ICx Nomadics (ICx) 1024 S Innovation Way, Stillwater, OK 74074-3415 on a sole source basis for further development of technological approaches in support of the Autonomous Mine Detecting System (AMDS) that can remotely and autonomously detect, mark, and neutralize explosive threats, and are suitable to be deployed on a Talon-class robotic platform. The specific objective of this effort is to further the development of explosive detection hardware and software to a sufficient level of maturity, i.e., Technology Readiness Level (TRL) 6, to proceed into the Engineering, Manufacturing, and Development (EMD) phase, which is anticipated to be competitively awarded. The estimated period of performance is fourteen (14) months. The resultant contract will be a Cost-Plus-Fixed-Fee contract. It has been determined that ICx Nomadics is the "Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements." The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within 45 days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. All responses and requests for further information shall be submitted via email to the Contract Specialist, Kacie Polvinale at kacie.polvinale@us.army.mil. The subject of the mail message shall be: W909MY-11-C-0011, Your Company's Name. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
