Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source, fixed price contract in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1), with iRobot, 8 Crosby Drive, Bedford, MA 01730. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 10:00 am, EST, by Thursday, April 28, 2011, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. T he Contracting Officer for this requirement is Margaret D. Einspahr. The FBI requires a Robot System. The North American Classification System Code is 541712; Research and Development in the physical, engineering, and life sciences (except Biotechnology); the size standard is 750 employees. The robot system shall: Is versatile Weighs 70 - 80 pounds Have a range at a minimum of one third mile Runs four hours on one battery charge Can travel on either a set of tracks or a set of front flippers for climbing stairs Includes a ruggedized, 15-inch laptop Operator control unit Capable of viewing over six-foot barriers Can easily negotiate obstacles Based on market research utilizing information obtained from live demonstrations of robots, extensive internet searches, and visiting robot testing facilities, it has been determined that the FBI's requirement for such a robot can only be provided by iRobot. The robot by iRobot is a versatile robot with a ruggedized, industrial, 15-inch laptop Operator Control Unit; it has a speed up to 5.8 miles-per-hour; a range of 800 meters line-of-sight with long-range antenna; four hours run-time on one battery charge; two sets of tracks - one main, plus one set of front flippers for climbing stairs and easily negotiating softball-sized obstacles; an eight degree-of-freedom manipulator are with continuous shoulder, gripper and head rotations; an easy-to-learn operator control unit with continual 3D image display of manipulator arm configuration and (7) capability to extend the manipulator with video camera, 82 inches in any direction, no other vendor supplies all of these features.
