Description
The Bureau of Land Management (BLM), Oregon State Office, plans to negotiate a noncompetitive purchase order with Apparatus Equipment & Services, Inc., 2015 Milestone Drive, Suite D, Salt Lake City, UT 84104-6544 for the repair of a "Twin Disk" fully automatic power shift model TD-61-1177 transmission. This transmission is in a fire engine that was made by American Truck Company (ATC) and is called a TATRA. The following services will be required: TECHNICAL SPECIFICATIONS: GENERAL Repairs needed include: 1) diagnose and determine repairs needed, 2) remove 2500 gallon water tank, plumbing and electrical lines. Then remove and repair transmission as needed, 3) clean contaminated oil out of cooling system, and 4) re-install transmission, 2,500 gallon water tank, fire truck plumbing, electrical lines by a certified fire apparatus manufacturer mechanic. SPECIFICATIONS/HISTORY - While working on a fire, the truck blew an oil line and lost fluid that caused the transmission to stop working. The truck was towed to a shop to be inspected, and the inspection determined that the transmission was out of commission. The TD-61-1177 transmission is integrated into the chassis backbone tube, eliminating transfer box. Lockable torque divider front to rear axles are incorporated inside the transmission. Transmission is connected to the torque converter by a heavy duty drive-shaft. The whole drive train must be pulled when the transmission is removed. The transmission will have to be pulled and inspected to determine repairs needed. Because of the metal in the oil, the oil cooling system must be flushed and parts may need to be replaced. DELIVERY: The Government will deliver and pickup the truck to the Contractor's site for repairs. Vendors who possess the capability to perform the named service repairs may submit their qualifications in writing specifically addressing ability to provide the service to the Contracting Officer. This notice is not a request for competitive quotes. The Government will consider all responses received by noon May 11, 2011, local time (PST). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
