Classification Code: Q -- Medical services NAICS Code: 621 -- Ambulatory Health Care Services/621112 - Center Wellness Center,, Mental Health Specialists Contracted Service for a Mental Health Professional at the Gainesville Job Corps Center. A. PERIOD OF PERFORMANCE The period of performance for this agreement will be from June 1, 2011 through May 31, 2012. B. SCOPE OF MENTAL HEALTH SERVICES 1. The services of the Professional or designee will be made available to the Center as follows: a. Such services will be provided to average a minimum of (20) hours per week, to include any off-center consultation and emergency on-call services, except during the two (2) week annual Christmas holiday and Summer Break periods. During the holiday period, appropriate on-call and referral procedures will be needed for mental health emergencies. b. The Professional will be fully supported by the Center's in-house medical staff and resources in providing: 1) On-Center consultation and training for Center staff, to include: Consultation concerning on-going problems of enrollees to Center health staff, counselors, residential advisors, instructors, and other appropriate staff Assistance with program development for the purpose of meeting the life crises of enrollees in constructive ways Staff training and education in mental health principles and techniques. This may include, but not limited to, coping with problems of alcohol or drug misuse, sexuality, and aggressive behavior Oversight of the Center's Alcohol and Drug Abuse Program. Program consultation to the Center Director and Administrative staff, as needed 2) Direct services to Job Corps Students on- and off-Center, to include: Diagnostic and evaluative services, as inpatients or outpatients, including but not limited to crisis intervention when requested. Appropriate referral to enrollees who must be medically terminated for psychiatric reasons. Case conferences with counselors to include treatment plans, problem assessment, and after care, if required. 3) The development, implementation and monitoring of the total Center Mental Health Program, including: Advice to the Center Director and Health service staff in all mental health related matters. This shall include, but not be limited to, enrollee terminations for mental health reasons Development of a system to promote the coordination and integration of the mental health program with other Center programs and activities (through the Center Director, Administrative Services Director, or Human Resources Manager) as applicable Insurance of the maintenance, confidentiality and safeguarding of health matters, in accordance with PRH Chapter 5 Treatment and/or consultation in emergencies. Provision for consultation within a 24 hour period when possible or through established standing orders for such services. 4) The Professional may be called upon to offer "emergency" treatment or telephonic advice (in the case of extreme emergencies) at hours of the day other than those specified in Paragraph B.1 above. 5) Services shall be made available: At the Center; At the Professional's Office, or At such other locations, as directed by the Center Director and the Professional, to meet the needs of the students. C. FINANCIAL CONSIDERATIONS 1. All funds, providing payment for services rendered under this agreement, will be furnished by the U.S. Department of Labor prime contract, and all provisions and regulations of the prime contract are included by reference. 2. The Professional shall maintain appropriate, auditable records of services rendered under this agreement for review by representatives of the U.S. Department of Labor. 3. Payment will be made within ten (10) days of receipt of invoice. 4. The Professional will provide a detailed monthly invoice in a format, which is compatible with Gainesville Job Corps Center financial reporting requirements.
