- Solicitation W91JA4-11-R-4010 The Statement of Work (SOW) includes Combined Joint Operations Area - Afghanistan (CJOA-A) Fire Brigade Program support to the USFOR-A Fire and Emergency Services. The Fire Safety Program includes instruction on operation and maintenance of: apparatus; compressed air foam systems (CAFS) (man-portable, wheeled, and vehicle mounted); fire department communications, personal protective equipment (PPE), apparatus, tools and equipment, power tools, fire ground operations, fire behavior, fire attack operations and hazardous materials required by Fire Brigade Training Check List or NFPA 1081. Fire Brigade Training personnel will be located at major hubs across the theater Area of Responsibility (AOR) and supplemented by military firefighters with training capability. The Fire Brigade Training Program will have one base year contract with up to four option years. Fire Brigade Program: Training will include instruction on operation and maintenance of: apparatus; compressed air foam systems (CAFS) (man-portable, wheeled, and vehicle mounted); fire department communications, PPE, apparatus, tools and equipment, power tools, fire ground operations, fire behavior, fire attack operations and hazardous materials required by Fire Brigade Training Check List or NFPA 1081. Contractor shall provide all other material, labor, and equipment to perform training and provide deliverables as described in this Statement of Work. Fire brigade trainers will be based at Bagram and Kandahar. Personnel will be required to travel to FOBs without an assigned fire department with populations between 200-999 personnel. At each location fire brigade trainers will develop and implement a comprehensive Fire Brigade Training program that provides each trainee academic and practical knowledge, skills and abilities IAW Task 2C in SOW to safely perform duties as a fire brigade member. Fire Brigade Training shall include the following: a) Contractor shall train on functions that fire brigade members are expected to perform. Such training and education shall be provided to fire brigade members before they perform fire brigade emergency activities. b)Fire brigade leaders shall be provided with training and education which is more comprehensive than that provided to the general membership of the fire brigade. c) Preparation of lesson plans IAW Task 2C in SOW. c) Live-burn training areas that meet local environmental standards to provide realistic proficiency training on fuel fires, common structures and vehicles found within the CJOA. d) Maintain individual training records that contain, at a minimum, a record of fire fighting training accomplished (DA Form 5376 or equivalent), DOD Firefighter Certifications, Medical Education Training and Certifications, Army and Installation Training Requirements, Driver's Training Information, and so forth. The individual training record may be maintained in an automated format. e) Fire and emergency services training record. Use DA Form 5377 (Fire and Emergency Services Training Record) or printable computer generated equivalent. Attendee's signature is required for each session. f) Contractor shall provide their employees uniforms that present a professional appearance FOR INFORMATIONAL PURPOSES ONLY: This is a new requirement. Therefore, there is no incumbent contractor on this effort. Approximately travel will be 25% of the time, and all travel within Afghanistan will be Government Furnished.
