Description
C-28 DISPATCH STATEMENT OF WORK Pre-Mission Contractor will provide "on-demand" info flight plans both c-38 aircraft (CONUS and OCONUS) * Info flight plans are used for 201st mission planning and will not be filed. Contractor will provide initial mission planning package to include NOTAMS, flight plans w/historical winds, EROPS data, and a dip log, if applicable * Advise 201st of any plan, routing NOTAMS or diplomatic clearance issues Contractor will provide updated mission packages as mission changes occur * Advise 201st of any fligth, routing, NOTAMS or diplomatic clearance issues Contractor will obtain an account in the Aircraft and Personnel Automated Clearance System (APACS) for the purpose of generating aircraft message traffic for OCONUS trips * Contractor will obtain all diplomatic overflight and landing clearance * 201st mission planners must have access to the contractors APACS account to monitor US Defense Attache Office responses and to input required mission data which may include the crew list, hotel, and aircraft servicing information * Contractor will notify 201st when APACS message has been sent * Contractor will update APACS for all mission changes as necessary * Contractor will notify 201st if there are any issues with the APACS aircraft message such as a DAO needing specific mission data not in the message FAA Certified Dispatchers will brief aircrew on all pertinent flight planning issues prior to mission execution to include the dip log, WX, NOTAMS, flight plans, routing, and EROPS * contractor will send mission paperwork 4 hours prior to take-off to emails or fax numbers by the 201st mission planners or aircrew FAA flight plans as required per mission (locals included) MISSION EXECUTION FAA Certified Dispatchers will brief aircrew on all pertinent flight planning issues during mission execution to inlcude dip log, WX,NOTAMS, flight plans EROPS File flight plans as required per mission (locals included) Update APACS message traffic during mission execution for all mission changes as necessary Contractor will provide flight following and communicate with the aircrew using the Aircraft Communication Addressing and Reporting System (ACARS) *201st will pay data ACARS data fees *Provide weather updates for departure and enroute destinations *Provide updated routing, updated airfield information, and dip issues, as appl. Contractor will assist aircrew wi all mission diversions to include updated routing, obtaining overflight and landing clearances from DAO's, airfield data, FBO notiifcation, NOTAM's and EROPS information as required. NUMBER OF ANTICIPATED MISSIONS Estimate 20 legs per month per aircraft Estimate 2-3 international missions per aircraft per year MISCELLANEOUS REQUIREMENTS Contractor will ensure flight planning is performed by FAA Certified Dispatchers Contractor will provide internet based flight planning software for use by the 201st * 201st requires to run flight plans using C-38 performance data along with the ability to include FIR avoidance, current weather, and route planning 201st will obtain and arrange for all CONUS and OCONUS PPR's amd ground handling services *Only exception to above is when the aircrew my need help with obtaining a PPR and /or arranging for ground handlng during a divert or emergency Contractor must have their own access to DOD CONUS and OCONUS flight publications Prefer contractor have access to Global Decision Support System (GDSS) to review the Airfield Suitability and Restrictions Report (ASSRR) Contractor will host 201st training of flight planning software and/or website * Two training classes per year with 4 or 5 members per class Contractor will meet on site with 201 AS stakeholders 2 times per calendar year to facilitate accountability and feedback discussions. The meetings will occur in January and August of the respective calendar year
