Description
The Fleet Industrial Supply Center (FISC), Norfolk, Contracting Department, Philadelphia Division intends to procure appointment clerk services at Captain James Lovell Federal Health Care Center (FHCC). Centralized appointing services are required in support of daily operations at FHCC. The services include verifying registration information in the appointment system, correcting and registering beneficiaries prior to making the appointment, making and cancelling of patient appointments, making urgent appointments with non-Military Treatment Facility providers (network/non-network) and providing performance management reports on the appointing process for Military Health system eligible beneficiaries. FISC ™s intent is to issue a firm fixed price contract in accordance with FAR 12 (Commercial Items) and FAR 13.5 (Test Program for Certain Commercial Items) procedures. The Period of Performance is from 01 April 2011 through 31 August 2011, plus one one-month option ending 30 September 2011, if exercised. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(2), Unusual and Compelling Urgency, as implemented by FAR 6.302-2. The need for this effort is to mitigate a break in service on the existing Appointment Clerk Services contract W81K04-05-D-7001 DO 0002 which expires 31 March 2011, while a new contract is put in place. There are no options available to extend the current contract. A new contract was placed on 01 March 2011 with a 01 April 2011 start date. However, the contractor is not able to start performance by 01 April 2011 because of the time that is required to obtain proper security clearances for new employees. These services are necessary to ensure that military members and their beneficiaries are able to access necessary medical care. This effort is to prevent a break in service while the original proposers submit quotes that will include a management plan technical factor, a transition plan, and also to allow for a three month start-up period to ensure all security requirements, including a change from SF85 to SF86, are fulfilled before the start date. The change in the security requirements was caused by a renewed focus and emphasis by BUMED HQ Security to bring BUMED in compliance with the DoD Security Instruction issued in 2006.
