- The Fleet Industrial Supply Center (FISC), Norfolk, Contracting Department, Philadelphia Division intends to acquire biofeedback training to continue existing efforts to teach self-regulation/coherence techniques that support mental resilience in deploying Sailors. The Department of Navy (DoN), Bureau of Medicine and Surgery, National Naval Medical Center intends to negotiate on a sole source basis with the Institute of Heartmath for providing the necessary equipment and training of per-deployment sessions using biofeedback to teach self-regulation and coherence techniques that support mental health resilience in Sailors. This program is an extension of an existing training program which will be utilized to facilitate the training of additional Sailors, resulting in consistent training for all individuals involved in the program. A 12-month base period of performance with a one-year option period will be implemented for this effort. The Institute of Heartmath, Boulder Creek, CA is currently the only known source providing the required product and training. FISC ™s intent is to issue a firm fixed price contract in accordance with FAR 12 (Commercial Items) and FAR 13.5 (Test Program for Certain Commercial Items) procedures. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of Section 4202 of the Clinger-Cohen Act of 1996. Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement to Charles Reilly at charles.reilly@navy.mil. This notice of intent is NOT a request for competitive proposals. However, all capability statements received by 27 April 2011 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 812199.
