Pricing Attachment RFQGED1100003 SOW Attachment In accordance with FAR Part 12 and FAR Part 13, the U.S. Environmental Protection Office, Office Research and Development (ORO), National Health and Environmental Effects Research Laboratory (NHEERL), Gulf Ecology Division (GED), 1 Sabine Island Drive, Gulf Breeze, FL 32561 is seeking to establish a Blanket Purchase Agreement (BPA) for Compressed and liquid Gases. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. QUOTES ARE BEING REQUESTED. The North American Industry Classification System (NAICS) Code is 325120 Industrial Gas manufacturing the small business size standard is 1,000 employees. This acquisition is full and open. The solicitation number is RFQ-GED-11-00003, and the solicitation is being issued as a Request for Quotation (RFQ) using FAR Part 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-51. All offerors are to include with their offers a completed copy of provision 52.212-3, Offer or Representations and Certifications--Commercial Items. The completed Representations and Certifications should be included with the quote. The following FAR clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4, Contract Terms and Conditions; 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items; the following additional FAR clauses which are cited in Clause 52.212-5; 52.222-21, Prohibitions of Segregated Facilities; 52.222-26,Equal Opportunity; 52-222-35, Affirmative Actions for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-37. Briefly, the EPA has ongoing requirements for the following: Helium, Nitrogen, Argon, Liquid Argon, Liquid Nitrogen, and Hydrogen, Oxygen, and Demurrage. See Attachments for entire gas list and full description with purity levels. This BPA will be in support of the EPA, Gulf Ecology Division located at 1 Sabine Island Drive, Gulf Breeze, FL 32561. All deliveries under this BPA shall go to the Gulf Breeze address. The price for each compressed bottled gas, at various purity levels, and a demurrage rate will be established in the BPA. To order compressed bottle gases, EPA will place a BPA call order against the BPA that includes the quantity, the price of the compressed bottled gas, at each identified purity level (established in the BPA), and the price for demurrage (established in the BPA) for compressed bottled gas storage, as necessary. This is firm fixed price procurement and award of a blanket purchase agreement will be based upon best value. Basis for best value is meeting specifications, delivery, past performance and price. Quoters shall include with their quote: 1) Pricing on gases per container listed in pricing attachment. 2) Price per cubic foot for high pressure specialty gases, price per liter for liquid nitrogen and liquid argon, and price per pound for carbon dioxide and propane. This is additional information is used for comparison purposes due to lack of standardized size nomenclature among vendors. 3) Provide a Quality Control Plan /Standard Operating Procedure (SOP) detailing Contractor's ability to provide gases within the tolerances as specified. The contractor's quality control plan/SOP shall list steps taken to prevent delivery of contaminated gases. See Quality Control section of the Statement of work. 4) Provide documentation of purity and impurity levels such as certificate of analysis for current production lots, for evaluation. Refer to attachment. 5) Provide verification of emergency delivery ability, especially critical is emergency delivery of liquid nitrogen and liquid argon. Refer to Delivery section of the Statement of Work. 6) Provide at least 3 references for similar contracts/agreements for similar specialty gas items within the last three years. References should include business name, contact name, and phone number. Each resultant BPA will neither exceed $100,000, nor five (5) calendar years. Call orders will be issued against the BPA during the performance period. Multiple BPAs may be awarded as a result of this solicitation.
