- This requirement is being procured in accordance with FAR Part 36, Construction and Architect-Engineer Contracts and in accordance with FAR Part 15, Competitive Negotiated Acquisition Procedures. The Department of the Air Force, Moody AFB, Georgia, intends to issue a Request For Proposals (RFP), FA4830-11-R-0006, for a competitive Multiple Award Construction Contract (MACC). The contracts awarded under this competition using Past Performance-Price Trade-Off (PPT) source selection procedures will be Indefinite Delivery-Indefinite Quantity (IDIQ) with specific construction projects awarded under competitive, firm-fixed price task orders. Design-build task orders are contemplated. The term of the contracts will include a basic year with four (4) one year options. Successful contractors will compete for individual design-build projects based upon Government statements of work. Approximately nine (9) IDIQ MACC contracts will be awarded. This solicitation is a partial set-aside for potentially three (3) certified HUBZone Small Businesses and a partial set-aside for potentially three (3) certified 8(a) Small Disadvantaged Businesses, and potentially three (3) Service Disabled Veteran Owned Small Businesses within SBA Region IV. SBA Region IV consists of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee. Status as a qualified HUBZone small business concern is determined by the Small Business Administration (SBA) in accordance with 13 CFR part 126. SBA will issue a certification if a concern is a qualified HUBZone small business concern and will add the concern to the List of Qualified HUBZone Small Business Concerns on its internet website (http://www.sba.gov/hubzone). The concern must appear on the list to be a HUBZone small business concern (see FAR 19-1303). A 'DRAFT' solicitation will be posted to this notice for review. Potential interested offerors are encouraged to submit comments, suggestions, or requests for clarification. Prospective offerors should forward all responses within 15 days of the release date of this notice via letter or email to address provided herein. No direct response to individual comments or suggestions will be made; however, they will be given due consideration by the Contracting Officer for possible incorporation into the final solicitation. If deemed appropriate and as time parameters permit, the Contracting Officer may respond to requests for general clarifications concerning the MACC concept if time permits. The final solicitation will include three fully designed, unfunded 'DEMONSTRATION' projects. While the primary intent of the 'DEMONSTRATION' projects will be used for price evaluation under the PPT source selection procedures, the Government reserves the right to award the projects without discussion should funds become available within the 90-day bid acceptance period. The North American Industry Classification Code (NAICS) 236220 is applicable to this solicitation. The size standard is $33.5 million. The project magnitude for individual task orders will range between $100,000 and $3,500,000 with a maximum of $25,000,000. The anticipated RFP issue date has not been determined but will be no sooner than 30 days after this posting date. The final solicitation and RFP documents will be available for download electronically on the Federal Business Opportunities website (the solicitation can be accessed by following the links on the EPS website to USAF Offices, Air Combat Command, 23rd CONS/LGCA); Paper copies will not be available. In order to submit a proposal, you must be registered at the Central Contractor Registration (CCR) website at http://www.ccr.gov and use of a Dun and Bradstreet (DUNS) and Federal Tax Identification Number (TIN) is required. You may obtain your DUNS number from Dun and Bradstreet free of charge at (866) 594-2464. Additionally, on-line registration for annual Representations and Certifications (ORCA) is required.
