- This notice does not constitute a request for proposal, request for quote or invitation for bid. The intent of this notice is to identify potential offerors for determining if commercial sources are available. NAVFAC NW is seeking sources interested in performance of contract oversight and administration of railroad track and bridge repair projects on the Navy-owned Shelton-Bangor-Bremerton Railroad. Actual repair work will be performed by a separate contractor; this work will be to ensure that that work is properly performed in a safe, expedient manner in accordance with federal regulations. The railroad is an active line, and train movements must be maintained as much as feasible. The Service will include the following: 1.On-track oversight of the railroad or bridge specialty contractor. 2.Enforce repair contractor compliance in accordance with 49 CFR 214 “ Railroad Workplace Safety, Subpart C “ Roadway Worker Protection. All work must be in accordance with the approved on-track safety plan of the operating railroad as designated by the Federal Railway Administration (FRA) and Surface Transportation Board (STB), or with a separate on-track safety plan approved by the FRA. Submit written documentation of the proposed plan. 3.Coordinate all train or vehicle movements through the construction zone, including necessary flagging, dispatcher notifications, roadmaster and train communications, and assignment of slow orders, track closures or other restrictions to ensure safe working conditions during construction duration. 4.Approve train or vehicle movements on the track or bridge while under repair. 5.Perform final inspection and approval of repair work. 6.Written approval of unrestricted movement of trains over the repaired area when complete. 7.Must be qualified to supervise restorations, renewals, and repair of track and bridges under traffic conditions in accordance with 49 CFR 213 “ Track Safety Standards, Subpart A, Sections 213.7 and 213.11, and 49 CFR 237 - Bridge Safety Standards, Subpart C “ Qualifications and Designations of Responsible Persons and Subpart F “ Repair and Modification of Bridges. Provide written documentation for supervisor qualifications, and provide approval from the operating railroad.
