Announcement of Opportunity (RFP) 1410-00006 Request for Proposals for providing Water Velocity Profile Instruments and 3D Single Point Current Meter Instruments on Fixed Platforms The Consortium for Ocean Leadership, Inc. (hereinafter referred to as "Ocean Leadership"), with funding from the National Science Foundation, is soliciting proposals from qualified organizations interested in providing instruments and related services to support the objective of the Ocean Observatories Initiative (OOI). This RFP solicits two classes of instruments: Instruments for measuring profiles of water velocity (referred to as ADCP instruments), and Instruments for measuring water velocity at a single point along three axes with the purpose of continuously determining point geospatial water velocities (referred to as VEL3D instruments). The OOI will construct a networked infrastructure of oceanic sensor systems to measure physical, chemical, geological, and biological variables in the ocean and seafloor. The measurements of water velocity are vital to our understanding of many of the crucial scientific questions to which the OOI can provide answers. Ocean Leadership is seeking firms who are interested in submitting proposals for the ADCP and /or VEL3D Instruments. The selected firm(s) will provide approximately 86 ADCP instruments across 12 different series and approximately 27 VEL3D instruments across 4 different series for deployment on fixed platforms at OOI arrays. For the ADCP instruments, Ocean Leadership may issue a single award for all twelve instrument series, or two separate awards: one for the seven series of instruments that support profiling ranges of less than 500 meters, and one for the five series of instruments that support profiling ranges greater than or equal to 500 meters. For the VEL3D instruments, Ocean Leadership intends to issue a single award for all four series of instruments. Ocean Leadership will not make more than one award for any one series of Instrument. Ocean Leadership is the only point of contact for this procurement. Potential Offerors who intend to submit a proposal should plan on participating in an online informational Bidders' Conference (via WebEx) to be held on April 21, 2011. The purpose of this Bidders' Conference is to provide an overview of the OOI program and design; the roles of the existing Implementing Organizations; and the high-level requirements of this RFP. Prospective bidders are encouraged to participate but must inform the Ocean Leadership Director of Contracts and Grants of their intent to attend by e-mailing their request to RFP1410-00006@oceanleadership.org by 1:00 PM EDT (10 AM PDT) April 20, 2011. Include the phrase "RFP 1410-00006 Bidders Conference" in the subject line of your email. Instructions on how to participate in this conference through WebEx will be provided upon receipt of this email. PLEASE NOTE: The Bidder's Conference may be attended by RSVP only. Email a signed offer/proposal in PDF format by 11:59PM EDT (8:59 PM PDT) on May 9, 2011, to RFP1410-00006@oceanleadership.org, and include the phrase "RFP 1410-00006" in the subject line of the email.
