Description

THIS IS NOT A REQUEST FOR QUOTES; THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE ONE YEAR CONTRACT TO BATTELLE MEMORIAL INSTITUTE FOR THE CONTINUATION OF EXISTING MISSION ESSENTIAL WORK FOR THE WASHINGTON HEADQUARTERS SERVICE (WHS) COMMUNITY. WHS Acquisition Directorate intends to issue a sole source purchase order to Battelle Memorial Institute under authority of FAR 6.302-2 (b) (1) and (2), unusual and compelling urgency. Battelle Memorial Institute developed the current transportation management plans and, with that knowledge is most able to efficiently and effectively meet the evolving requirements as the BRAC initiatives are completed. An award to another source will involve substantial duplication of effort and increased costs that cannot be avoided through competition because any new contractor must become fully cognizant of all issues and DoD transportation requirements already known by Battelle before a new contractor can provide any meaningful management expertise. This will also delay implementation of the transportation management plans during the critical period when DoD personnel begin to occupy the BRAC facilities. The Mark Center is scheduled to be fully operational in September 2011.
