The United States Government, represented by the Department of State, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the attached. STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation, Patrick Air Force Base, Florida. The Office of Aviation provides operational planning, logistical support and contract oversight for the INL counter-narcotics aviation program in Central and South America, and Southwest Asia. The Office of Aviation performs this mission using a fleet of fixed and rotary wing aircraft, Contractor personnel, and Government and personal services contractor personnel, operating in the United States, various Latin American countries and Southwest Asia. PURPOSE: The purpose of this personal services contract position is to provide aircraft quality assurance and safety oversight for the re-manufacture of INL/A rotary wing aircraft and act as the on-site representative of the INL/A Maintenance Manager. Additionally, the incumbent will perform Government Acceptance Test Flights (ATF) and could be tasked to provide academic and flight instruction in single and multi-engine helicopters, worldwide in support of the Department of State Rotary Wing Maintenance and Standardization Program. The incumbent performs duties in accordance with INL/A Maintenance Directives, the Federal Acquisition Regulations (FAR), applicable technical manuals, Army Regulation 95-20 and the Department of State Aircrew Training Program. 2. SUPERVISORY CONTROLS The incumbent works under the direct supervision of the INL/A Chief, Maintenance Division. The Division Chief provides general direction in terms of broadly defined aviation policy/mission/functions, and contractual procedures. The incumbent exercises latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is to be correct and results will be reviewed for timeliness and effectiveness. 3. STATEMENT OF WORK Offerors apply specialized and professional knowledge, within a frequently time-sensitive and time critical environment, in the analysis of manufacturing and conformance issues. Due to the nature and interaction of all facets of the international counter-narcotics program, the job requires comprehensive oversight of production schedule adherence. Assures that the contractor maintains an effective Quality Assurance Program in accordance with the facility certification. Performs audits on the contractor's processes to determine conformance to approved standards. Develops Quality Assurance Surveillance Plan (QASP) that incorporates risk mitigation based on pre-defined inspections and/or audits. Acts as the Department of State representative on Material Review Boards (MRB) Knowledge of complex products including pertinent quality characteristics, manufacturing methods and techniques, special processes, inter-relationships of functional parts or subassemblies, and measurement/testing techniques. Reviews and evaluates discrepancies to determine if within contract scope. If not, annotates repairs as Over and Above (O&A) after resource allocation determination. Unresolved cases will be forwarded to the INL/A Chief of Maintenance with recommendations in accordance with applicable regulations. Reviews and approves changes to contractor engineering diagrams after coordination with the INL/A Chief of Maintenance. Knowledge of functional policies, principles, mission objectives, and administrative guidelines, such as the Federal Acquisition regulation and supplements, agency and organizational regulations/procedures, to provide technical advice and assessment of operational effectiveness that facilitate continuous process improvement. Issues, tracks, and evaluates supplier responses, and closes Product Quality Deficiency Reports (PQDRs). Participates in Configuration Control Boards and provides recommendations to the contractor and INL/A Chief of Maintenance. Perform Government acceptance (DD Form 250) of aircraft (to include test flights), components, and deliverables as specified in the aircraft re-manufacturing contract. Coordinates evaluations and inspections by outside agencies such as the Federal Aviation Administration, General Services Administration, Office of the Inspector General and the General Accounting Office. Resolves issues resulting from audit and inspection activities for the Office of Aviation. Evaluates processes and makes recommendations for effective organizational changes. Ensure Contractor compliance with AR 95-20 and execute the duties of the Government Flight Representative in accordance with the Ground and Flight Risk Clause. Prepare periodic contractor performance / quality reports for the Maintenance Manager. Perform other duties as assigned by the Maintenance Manager or Program Director. 4. COMPLEXITY The employee applies a wide range of quality assurance principles and techniques to plan and oversee government quality assurance activities assigned. Work requires the employee be highly versatile and innovative in decision making, problem identification and solving, and when dealing with contractor and contracting office personnel including leadership from varied functional disciplines. The incumbent has the responsibility to ensure adequate QA coverage and in determining its effectiveness on contractor manufacturing operations. Decisions regarding what needs to be accomplished involve review and analysis of contracts, risk assessment, contractor processes and changing technical requirements. A wide-geographic dispersion and difficulty in determining the scope of specific situations often complicate these duties. When resolving problems, the work requires the projection of conditions and consequences not readily apparent or sufficiently quantifiable. Provide rotary wing maintenance test flight training and evaluation to U.S. Government, and contractor pilots. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the manufacturing facility and field locations. May require some physical exertion and dexterity. As this is a flying position, the incumbent is required to successfully complete a FAA second-class medical examination and flight checks annually. 6. WORK ENVIRONMENT The work is primarily conducted in a manufacturing facility, office or aircraft hangar with some travel for meetings, conferences, technical reviews, and field inspections/flight evaluations. Flight duties are performed in UH-1 series helicopters at the rotary wing repair facilities and at the main base at Patrick AFB, Florida. However, the incumbent may be required to perform flight duties at other program sites. The potential exists to be exposed to toxic chemicals/materials (either known or unknown) when observing the process and production operation. 7. MINUIMUM QUALIFICATIONS: • Knowledge of International Standards for Organization (ISO) 9000:2000 processes for total quality management and quality assurance. • Government Flight Representative (GFR) course graduate. • Contracting Officer Representative (COR) course graduate. • Knowledge of U.S. FAA Regulations, including FAR Parts 1,61,67,91, 133, 135,137,141,143, and NTSB 830. • Experience as a UH-1 series maintenance test pilot, maintenance test flight evaluator, and acceptance test pilot. • Certification as a FAA Commercial Pilot Rotorcraft, Helicopter or a U.S. Military Helicopter Pilot. Minimum of 1,500 hours of flight experience. • Ability to analyze schematics, interpret technical drawings and technical manuals. • Knowledge of functional policies, principles, mission objectives, and administrative guidelines, such as Federal Acquisition Regulation and supplements, agency and organizational regulations/procedures, to provide technical advice and assessment of operational effectiveness. PREFERRED QUALIFICATIONS: • Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques. • Skill in interpreting and applying product specifications, technical data, regulations, policy statements, and other guideline materials. • Skill in conducting studies and investigations, problem analysis, and developing logical and documented recommendations. • Skill in written and oral communications. • Skill in establishing effective interpersonal relationships. 7. EVALUATION CRITERIA 2. Evaluation Criteria: Factor 1. (Contract Oversight). Offeror's ability to: a. Implement established procedures and techniques for quality assurance and skill in applying established statistical quality control plans and methods to operations concerned with the overhaul of UH1 series helicopters. b. Apply knowledge of the Rotary Wing characteristics; production methods; special processes; interrelationship of parts, components, and subassemblies; inspection and test techniques; and preservation, packaging, and packing methods to determine conformance of product to technical requirements of the contract and related specifications. c. Develop Quality Assurance Surveillance Plan; monitoring and analyzing quality levels achieved, and recommending action to correct deficiencies and unsatisfactory trends. d. Apply knowledge of related functional and administrative activities (e.g., production, engineering, scheduling) and skill to coordinate work processes. e. Apply skills in investigating production problems and in analyzing nonconformance material. f. Perform initial, intermediate and final inspection of aircraft and aircraft systems to include, Acceptance Test Flights. g. Skill in maintaining effective working relationships with contractor personnel. Factor 2. (Government Flight Representative Oversight). Offeror's ability to: a. Ensure that contractor ground and flight procedures are in accordance with AR 95-20 b. Evaluate contractor test pilots per AR 95-20 Factor 3. (Experience/Past Performance) Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references).
