Description
The United States Army Contracting Command Aberdeen Proving Ground (ACC-APG) intends to issue a Request for Proposal (RFP) for a firm-fixed price (FFP), commercial contract on an unrestricted basis. The Joint Project Manager, Protection (JPM-P), Decontamination Family of Systems Program Office has a requirement for a Tactical, Cargo, and Rotary Wing Aircraft Decontamination (TCRWAD) System. The Government recently sought market information related to this system under the sources sought notice W911SR-11-TCRWAD-RFI, which can be reviewed via www.Fedbizopps.org. The proposed system shall integrate with a Government-furnished decontamination containment system (e.g., an integrated shelter/liner containment system) and other support equipment such as Large Capacity Field Heaters (LCFHs) to deliver the desired decontaminant technologies into a volume of not less than 65,000 ft3. The Government is seeking a decontaminant delivery system that will use Biological Thermal Decontamination (BTD), Heated Air Decontamination (HAD), and potentially vaporous hydrogen peroxide and modified vaporous hydrogen peroxide the first two being the desired decontaminant technologies for aircraft use. This request for proposal requires cost proposals to be evaluated for award. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Award will be made on a lowest price technically acceptable (LPTA) basis. All responsible sources may submit a proposal, which will be considered by the agency. The solicitation will be provided in electronic format. No paper copies will be issued. The official release of the solicitation will be posted on the internet at the Army Single Face to Industry (ASFI) website located at the following address: https://acquisition.army.mil/asfi/default.cfm. The anticipated date of issue for the solicitation is on or about 29 April 2011. This procurement is issued under full and open competition pursuant to Section 8121 of the DoD Appropriations Act, 2010 (Pub. Law No. 111-118). The estimated amount of this requirement may be up to $1,600,000.00, subject to availability of funds. The North American Industry Classification System (NAICS) code for this procurement is 339113, with a size standard of 500 employees.
