US Army PEO STRI issues this Sources Sought Notice: Veterans Health Administration (VHA) Women's Health Medical Simulation Equipment Acquisition REQUIREMENT: The Veteran's Health Administration (VHA) Women's Health Medical Simulation Equipment Acquisition will procure commercially available pelvic and breast examination trainers to support the VHA Women's Health training initiative. BACKGROUND: PEO STRI Project Manager for Combined Arms Tactical Trainers (PM CATT), Assistant Product Manager for Medical Simulations (APM MedSim), in support of the VHA Simulation Learning, Education and Research Network (SimLEARN) Program, has a requirement to procure medical simulation trainers for the Women's Health training initiative. The purpose of this Sources Sought Notice (SSN) is to conduct market research to identify companies who possess the necessary capabilities and resources to support the requirements stated herein and to identify any commercial items that are available to meet the Government's need. PROGRAM DESCRIPTION: The VHA Under-Secretary for Health established the SimLEARN Program in July 2009 to develop a VHA-wide approach to clinical simulation training, education and research. The SimLEARN National Center for simulation-based education will be built on the campus of the new Orlando VA Medical Center and will require a wide range of complex and specialized simulation-related equipment to support the activation of the National Center and to deliver clinical simulation curricula to the 21 regions of the Veterans Integrated Service Network (VISN) The Women's Health Mini-Residency (MR) is the first step in developing the Women's Health training program for the VHA. The MR will provide 240 VHA Clinicians the opportunity to attend lectures on Women's Health, to practice examination procedures on Pelvic Task Trainers (PTTs) and Breast Task Trainers (BTTs), and to practice examination procedures using Standardized Patients (SPs). The second step in developing the Women's Health training program will be to develop a curriculum for the Women's Health Program. The third step will be the expansion of VHA Women's Health Program training capabilities across medical facilities throughout the VHA. In this step, the Women's Health Program will require various types of Women's Health simulation equipment to support emergency medicine, primary care and clinician refresher training at the SimLEARN National Center. The VHA Women's Health Medical Simulation Equipment Acquisition will partially implement the third step by procuring commercially available pelvic and breast examination trainers to support the VHA Women's Health training initiative. THRESHOLD CAPABILITIES REQUIRED: 1. Each PTT must simulate as many of the following as possible: a) Normal (healthy) condition. b) Abnormal (pathologic) conditions. * Uterine pathology, such as: * Large fibroid * Retroverted * Small fibroid * Marked antevered-anteflexed * 10-12 week and/or 14-16 week pregnant * Cervical pathology, such as: * Nulliparous, ectopion * Multiparous * Polyp * Nabothian cyst * Carcinoma * Ovarian pathology, such as: * Ovarian cyst - right * Ovarian cyst - left 2. Each BTT must simulate as many as the following as possible: a) Normal (healthy) condition. b) Abnormal (pathologic) conditions. * Benign and malignant breast tumors in different stages of development, such as: * Fibroadenoma * Cyst * Carcinoma - suspended in breast tissue * Carcinoma - fixed to chest wall * Inflammatory breast cancer and/or mastitis * Retracted nipple * Skin retraction * Peau d'orange * Enlarged lymph nodes (if breast models include axilla) 3. Task Trainers should provide a level of fidelity sufficient to support tactile examination and diagnosis of the normal condition and of abnormal conditions and should provide high fidelity replication of the anatomical shape, texture, firmness and resiliency of the body part. 4. The offeror must be capable of delivering 300-1200 PTTs and 300-1200 BTTs over a one year period. 5. The offeror must be capable of producing and delivering 21-42 Integrated Functionality Trainers (IFTs). These trainers must be capable of collecting quantitative data from pelvic examinations and providing the data for after-examination critiques on the techniques used during pelvic examinations. ACQUISITION APPROACH: In accordance with Federal Acquisition Regulation, Part 10, Market Research, the Government is conducting market research to determine acquisition strategies for the VHA Women's Health Medical Simulation Equipment Acquisition Program. Contract type(s) has/have not been determined. RESPONSES REQUESTED: Contractors capable of meeting any of these capabilities should contact the Contract Specialist by electronic mail at derek.karis@us.army.mil and Cc Felix R. Marrero, Contracting Officer at felix.r.marrero@us.army.mil by 1600 hours (EDT), 22 April 2011 indicating their capabilities. Capability statements should not exceed eight (8) pages, including the cover sheet, and should identify and address the capabilities in the threshold section of this Sources Sought Document to which they are responding. Contractors should, at a minimum, confirm that they possess a production capacity to meet the quantities stated. This is not a request for proposal. No additional information is available at this time. This announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. INDUSTRY DAY: The Government will conduct an Industry Day event on May 4-5, 2011. The Industry Day is open to all interested Offerors who possess the technical capabilities and resources to meet the Government's requirement. Offerors must RSVP to Derek Karis and Felix R Marrero. Additionally, those offerors requesting one-on-one session with the Government must send a separate request. Contractors interested in demonstrating their simulators during the one-on-one sessions should state their intent when RSVP'ing for the event.
