Description
Mission & Installation Contracting Command - Dugway Proving Ground is conducting market research to determine the interest and capabilities of businesses to design and manufacture a mobile chemical test facility. The basis requirements of the mobile test facility are as follows: (a) Approximately the size of a 20-foot long shipping container; (b) Interior space must be large enough to accommodate a glove box (or glove boxes) that occupy a space 6ft. (w) x 14ft. (l) x 8ft. (h); (c) Interior space must allow for three to four individuals to operate safely with all glove boxes in place; (d) Must have self-contained, self-powered filtration system capable of removing organic vapors from module exhaust air and particles down to 0.2 microns in diameter; (e) Air handling system must be capable of maintaining ∆P (module interior vs. surroundings of 0.5in. H2O; (f) Must be movable or portable either by tow or lift and move, using commercially available equipment (tractors, forklifts, etc.); (g) Interior surfaces must, as much as possible, be constructed from materials that can be decontaminated with either strong base or strong acid solutions; (h) Must feature pass-through ports for heating and cooling lines, sampling lines, dissemination lines, communications lines, etc.; (i) Must feature man door to provide personnel access to the module interior; (j) Must feature a door large enough to pass glove boxes (fully or partially assembled) through; (k) Must allow for monitoring of personnel within the module; (l) Must allow for monitoring of environmental conditions (temperature, humidity, and pressure); and (m) Module must be able to interface with building systems (electricity, air filtration, etc.) and also feature a self-contained power supply to power the air handling system while in transit. The ultimate design should be sufficient to proceed to the next step of final design and fabrication. Design considerations for the mobile laboratory include, but not limited to, engineering controls to maintain vapor and liquid or solid aerosol contaminant containment, ventilation for safety and decontamination purposes, adherence to Army surety requirements for operation, personnel protection, containment, adherence to Army safety and security requirements, decontamination considerations, electrical power requirements, accommodations for internal placement of glove boxes, hoods, or custom containment fixtures, quick connect/disconnect capability to the Materiel Test Facility infrastructure, and cause the fixture to be, as easy as possible, moveable in and out of the Multipurpose Chamber of the Materiel Test Facility. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 332311 with a small business size standard of 500 employees. Interested sources are also encouraged to submit a capabilities statement and other literature demonstrating successful performance of similar relevant projects in response to this Request for Information (RFI). Interested sources should also indicate their CAGE Code and business size as it relates to the specified NAICS code. Any submission of such literature or capabilities statement will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposals. No basis for claim against the Government shall arise as a result of a response to this RFI or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
