Description
Description: Methadone Educational Services under Presidents Emergency Plan for AIDS Relief (PEPFAR) The Program Support Center, plans to award a sole source Simplified Acquisition Procedures to Hennepin Faculty Associates. Background: Organizaton to provide: International clinical methadone trainer/mentor and technical assistance provider Dates: 3- 2 week intervals and 1- 2 month period from May 2011 to Dec 2011 to be arrange with the SAMHSA Treatment Advisor PEPFAR Vietnam. Amount of Staff Time: Not to exceed 25% of staff time. This may be combined into a short set of intervals or spread out over the time of the PO. All travel and other costs associated with this activity will be covered through a separate mechanism from the US Embassy in Hanoi Vietnam. Purpose: Provide clinical technical assistance: clinical training and clinical mentoring to physicians in all six Methadone clinics within the national pilot MMT program SPECIFIC TASKS 1. On-site clinical training for new and existing clinics to assess guideline adherence and to provide direct medical mentorship to clinicians. a. Patient assessments (bedside teaching for history and physical) b. Differential diagnoses and management for common co-occurring illnesses (e.g., alcoholism, ATS use, nicotine dependence, hepatitis, TB, HIV, depression) c. Management of drug interactions (e.g., ART) d. Side-effect management (e.g., constipation, sweating, decreased libido). 2. Revise and present training curriculum for the national MMT trainings at national methadone trainings. 3. Revise and present content to training curriculum content for train the trainer program of the national MMT trainings. Daily Work On a day to day basis while in the Methadone Clinic the mentor will • Attend the methadone clinic from 07:30-11:30 am and 1:30-4:30 pm every working day that the MMT clinic is functioning • Accompany, observe and provide feedback on the Methadone clinical mentoring and supportive supervision including methadone case review; assessment of opioid dependence and dosing recommendations, management of adverse events and general care provided by the MMT clinic doctor • Provide on the job training through direct feedback on observed skills and knowledge of methadone management for all cadres of health workers in the methadone clinic • Where requested by the clinic chief, the Provincial authorities or the Implementing partners provide formal classroom training on specific aspects of methadone management. This training content should be consistent with the methadone training curriculum developed by WHO-PEPFAR • Support the methadone clinic chief to run weekly case conferencing in a team meeting format attended by all clinic staff where case management conferences are held for individual clients • Work with the clinic chief, the Provincial Health Authorities and Implementing Partners to develop a mentoring plan (with concrete outcomes) by identifying the major gaps and weaknesses in methadone management observed after several days of mentoring • Work towards accomplishing the concrete outcomes identified above (e.g., improve diagnosis of opioid dependence or improve diagnosis and management of intoxicated patients) • Write a final report (max 5 pages) summarizing observations, weaknesses and gaps in methadone management and progress toward achievement of the goals over time. This report should also document the improvements the staff have made; what skills they have more confidence performing; what new knowledge they have learned. Recommendations for follow up by the implementing partners and subsequent volunteers should also be included • Attend a de-brief meeting with Provincial authorities, clinic chief and major implementing partners to review progress and recommendations. Deliverables: 1. Trip Report 2. Clinical mentoring report outline issues, training needs and recommendations for each individual clinic 3. Training report Period of performance: From May, 2011 through Dec 2011 Interested firms may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent to award is not a request for competitive proposals. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
