Description
U.S. Army Contracting Command - Aberdeen Proving Ground intends to award a sole source contract to Alakai Defense Systems, Inc. located at 7935 114th Avenue North, Suite 1100, Largo, FL 33773 under the authority of FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this requirement is 541712 and size standard of 500 employees. The US Army is conducting a Technology Assessment (TA) to determine the capability of dual-band ultra violet (UV) Raman standoff detection technology to detect trace residue from explosives chemicals and associated precursor materials with laser excitation wavelengths of 248-nm and 355-nm. This procurement request seeks to acquire a dual-band UV Raman standoff system to collect reference signature library data and participate in a series of controlled laboratory and field measurements to assess performance potential of the technology. The data will be used to assess capability of dual-band UV Raman technology for near-term field deployment, and inform future Army acquisition program decisions. The Army is seeking to acquire an available system on a temporary basis to support the TA. The availability requirement is six (6) weeks after receipt of order (ARO) for collection of reference signature library data, and twelve (12) weeks ARO to support the field portion of the TA. The system must be capable of producing real-time results in a manner that can provide data that can be processed for receiver operating characteristic (ROC) analysis by the supporting test activity during both laboratory and field test phases. Contractors must demonstrate technical expertise in development of UV Raman lidar technology, and real-time data acquisition and signal processing systems. The contractor must be capable of producing a functional prototype within 6 weeks ARO capable of automated laser scanning of a vehicle and collecting standoff data at ranges of 25-100 meters from samples on Government furnished targets and materials. The contactor shall provide facilities for conducting the laboratory portion of the measurements at standoff ranges up to 25 meters. The field measurement phase will be conducted at Government facilities at Aberdeen Proving Ground (APG), MD for a three (3) week period fourteen (14) weeks ARO. The contractor will produce a draft final report describing test results including ROC analysis four (4) four weeks after conclusion of the tests at APG and brief the Government with draft conclusions. There is no requirement to deliver a residual hardware capability to the Government. Contract period of performance is six (6) months. This contract is unclassified. The US Army will be conducting the TA using the Checkpoint Explosives Detection System (CPEDS) manufactured by Alakai Defense Systems, Inc. against an extended explosives target list under operational environment conditions. The TA will determine effectiveness of their dual-band UV Raman CPEDS system against targets of interest. All responsible sources may submit a proposal which shall be considered by the agency.
