- The solicitation is amended as follows: This requirement is a small business set-aside. The status is changed from non-competitive to a limited competition between Alabama Aircraft Industries, Inc. (AAII) and Westwind Technologies, Inc. (WTI), under the authority of Section 4202 of the Clinger-Cohen Act of 1996. Installation location will be at the successful offeror's facility. Interested offerors shall perform the installation in accordance with a government provided Modification Work Order (MWO). Offerors must request the MWO through Erika Matthews at erika.faith.matthews@us.army.mil. The following clauses are added: FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows: The following factors shall be used to evaluate offers: 1) Technical Acceptability; 2) Past Performance; 3) Low Price. Technical acceptability and past performance, when combined, are significantly more important when compared to price. Please note that price realism will be used to evaluate the proposal. FAR 52.245-1, Government Property; 52.245-9, Use and Charges; and DFARS 252.228-7001, Ground and Flight Risk, are also applicable to this synopsis/solicitation. Offerors shall submit with their proposal: 1) Three (3) non-Aviation Applied Technology Directorate contract/subcontract references for the same or similar work performed within the past three (3) years, information should include point of contact with telephone number and electronic mail address; 2) Proof of aircraft quality assurance (QA) processes, approved ground procedures in accordance with AR 95-20, and facilities to handle the specified aircraft, and 3) A list of qualified personnel who will be performing installation services on the aircraft. Interested firms may identify their interest and capability to respond to the requirement and submit a proposal. All responsible sources that submit an offer will be considered. Proposal due date is extended to April 20, 2011, 2:00 PM EST and shall be submitted electronically via the Safe Site (https://safe.amrdec.army.mil/SAFE/) or in hard copy to the Aviation Applied Technology Directorate, Attn: CCAM-RDT (Erika Matthews), 401 Lee Blvd., Fort Eustis VA 23604-5577.
