- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IAW FAR 6.303 VETERANS BENEFITS ADMINISTRATION Upon the basis of the following justification, I hereby approve the issuance of the contractual action described below using other than full and open competition, pursuant to the authority cited herein. 1. Contracting Activity Department of Veterans Affairs Veterans Benefits Administration Atlanta VA Regional Office Atlanta, GA 30033 2. Nature of Action Being Approved: This justification and approval sets forth the facts and requests approval for the issuance of a Delivery Order, to Turnkey Service, Inc., 210 Walnut Ridge Street, Jackson, MS 39157. 3. Description of Service and Supplies: The Cheyenne VA Regional Office Center currently has a requirement, mandated by the VBA Office of Field Operations and the Undersecretary for Benefits, to realign and renovate its VA-owned office space in a phased construction project. Since no swing space is available outside the current facility, that swing space must be created in 50% of the space to accommodate VBA employees onsite during the eight-month duration of the construction project. The scope of the proposed contract includes furniture reconfiguration and relocation labor, cabling services, and project management to support the creation of swing space for the project in four succeeding phases. 4. Statutory Authority: The statutory authority of this justification is FAR 6.302-2(b)(2) 5. Rationale Supporting Use of Authority Cited Above: We request that Turnkey Service, Inc. be awarded this reconfiguration and relocation services contract based on the determination that this award represents the best value for the government. Turnkey Service of Jackson, MS, a woman-owned small business, successfully completed the space planning, design scope, and relocation plans for this realignment project. In this activation phase, the creation of functional swing space with existing furniture, and the multiple moves of employees involved require mastery of the details of this project and flawless execution. Turnkey Service's prior creation of the swing space plan under an existing design contract, and comprehensive knowledge of the logistics required to perform successfully, represents the best value to the government. VBA has a minor construction contract, awarded by the Veteran's Health Administration (VHA), and the contractor is ready to begin construction. Due to the continuing resolution (CR), VBA has already delayed the project by 30 days. VBA is liable for contractor costs associated with any continued delays. The delays can be calculated on a day-by-day basis to compensate the construction contractor for work that would have been performed. There is an immediate need to provide service for the reconfiguration and phased moving support on the Cheyenne project. Any further delays would result in financial injury to the government. 6. Description of Market Research: N/A 7. Determination of Fair and Reasonable: No cost proposal has yet been received from the contractor. 8. Other Supporting Data: N/A 9. Other Interested Sources: N/A 10.Future barriers to competition: Before any additional requirements are awarded, we will search the market and see if there are any new sources available which would meet our requirements, and could possibly offer a better value to the government. 11.
