Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number: W33BUC-1032-N018 Notice Type: Combined Synopsis/Solicitation Combined Solicitation/Synopsis for: 721110 - Hotels (except Casino Hotels) and Motels The Army Reserve Contract Center South has a requirement to fulfill a request for the 335th Signal Command Family Program Academy for lodging, meeting space, meals, and audio visual support in the downtown Pittsburg geographic area from 27 July 2011 thru 31 July 2011. This requirement will be issued as a firm fixed price commercial item purchase in accordance with FAR Part 12 "Acquisition of Commercial Items". The following clauses are applicable to this solicitation and will be incorporated into the award document: 52.212-1 (paragraphs (d), (e), (h) & (i) are deleted), 52.212-4 (paragraphs (h), (n), & (o) are deleted), 52.212-5, 52.222-41, and 252.212-7001. The Offeror shall complete 52.212-3 "Offeror Representation and Certifications - Commercial Items" and submit with its quote the attachment (1) with completed pricing for each separate Contract Line Item Number (CLIN). Offerors shall be registered in CCR (www.ccr.gov) to be considered for award, and provide your Cage Code and Tax Identification number with the quote. (i).This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; electronic proposals are being requested and a written solicitation will not be issued. (ii). The solicitation number is W33BUC-1032-N018. The solicitation is issued as a Request for Quote (RFQ). This Solicitation will close on 12 May 2011 at 11:00 AM EST (iii). This acquisition is set aside 100% for small businesses. The requirements will be fulfilled using the Simplified Acquisition procedures, Part 13 of the FAR. The associated North American Classification System (NAICS) code is 721110 with a size standard of $30 million. "This is not a solicitation for Event Planning Services. For a proposal submitted by an offeror that is not a hotel, the offeror must describe in its proposal the technical approach for the offeror's services as a prime contractor (copy of subcontract/agreement, etc.) and must also include a copy of all insurance(s) (standard business, liability, extraordinary insurances) in order to submit a complete technical proposal for evaluation purposes. (Again, this is not a solicitation for Event Planning Services. An offer which requires the Government to execute a separate agreement with a third party hotel shall be deemed technically unacceptable.)" STATEMENT OF WORK 335th Signal Command (Theater) Family Programs Academy-Pittsburgh, PA GENERAL CONCEPT Registration and introductions will begin on Friday, 29 July 2011 at 3:00 pm. The first full day of the formal program will begin at 8:00 a.m. Saturday, 30 July 2011 and end NLT 5:00 p.m with counseling breakout rooms and services available during the evening as needed. The third day, Sunday, 31 July 2011 attendees will travel home during the afternoon and evening. SPECIFIC REQUIREMENTS Minimum 300 guestroom hotel; must be within walking distance from Historic Downtown Shops and Commercial Restaurants. Hotel must include 1 full service restaurant and be able to accommodate 100 individuals round table style. Guest Rooms must be located inside the hotel. Service/Amenities: Location must have a Business Center, Gym, Room Service, Wireless Internet Access in each Room and Accessible Rooms. Hot Buffet/Lunch/Breakfast must be prepared by hotel staff. Lodging: Staff will require lodging for four nights 5 rooms(20) (27-30 July), 3 nights 10 rooms(30) (28-30 July) and Attendees require 2 nights 95 rooms(190) (29-30, 2011). All sleeping rooms must be at the government rate of 139.00 or less. (Assumption: 1 room will be needed p Julyer Soldier/Family attending the FPA) Meeting Rooms: a. One (1) meeting room(s) for 3 days, capable of holding approximately 100 persons in round-table seating style will be required (29-31 July) b. One (1) meeting room(s) for 3 days, capable of holding approximately 50 persons in round-table seating style will be required 29-31 July) c. One (1) operation center additional meeting room will be needed for Family Programs Administration training for 3 days. (hold up-to 15 people) (29-31 July) d. One (1) breakout room for vendors/training sessions for one day (30 July) Audio/Visual: a. AV requirements for 3 days (one 1st General Session Room): 1. One (1) 10 x 10 Screen or larger x 3 days (Friday, Saturday and Sunday for meeting room). 2. One (1) podium w/hard wired and wireless microphone x 3 day (Friday, Saturday and Sunday for meeting room). 3. One (1) Laptop and projector x 3 days (Friday, Saturday and Sunday for meeting room). a. AV requirements for 3 days (one 2nd General Session Room): 1. One (1) 10 x 10 Screen or larger x 3 days (Friday, Saturday and Sunday for meeting room). 2. One (1) podium w/hard wired and wireless microphone x 3 day (Friday, Saturday and Sunday for meeting room). 3. One (1) Laptop and projector x 3 days (Friday, Saturday and Sunday for meeting room). Food and Beverage: Dinner-Buffet of Hot foods (July 29) Breakfast-Buffet of hot foods (July 30-31) Lunch buffet for (July 30) **Food and beverage charges are based on the following: 100 Soldiers/Family Members per meal. Transportation: Those within driving distance will need a parking space for Friday evening through Sunday noon. Any charges related to shuttles or parking will be reimbursable on the Soldier's travel voucher.
