- The U.S. Army Corps of Engineers (USACE) Afghanistan Engineer District-North (USACE-AED) intends to solicit for award of Multiple Award Task Order Contracts (MATOC) in support of the Afghanistan National Security Forces (ANSF) construction program that includes but is not limited to projects for the Afghan National Army (ANA) and Afghan National Police (ANP). USACE-AED intends to award up to eight (8) contracts under this MATOC. Each MATOC will include a base period with one (1) option period. The total programmatic capacity for the MATOC is $240M. The North American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction. The dollar magnitude for individual task orders is estimated to be between $2,000,000.00 and $25,000,000.00. A sample project will be used for evaluation purposes but will not be awarded. The acquisition strategy will utilize the Best Value Tradeoff process (FAR 15.101-1). Task Orders issued under this MATOC contract will primarily consist of new construction, design-build and site-adapt construction. The anticipated construction projects include, but are not limited to, multi-building construction, barracks, dining facilities, utilities and infrastructure construction, general building renovation, security, perimeters, new road construction. Task Orders under the MATOC will be awarded using fair opportunities processes described at FAR 16.505 unless an exception is justified pursuant FAR 16.505(b)(2)(i-iv).
