- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT - The US Army Corps of Engineers (COE), Walla Walla District, 201 North Third Avenue, Walla Walla, Washington intends to solicit with and award a new sole source service contract to the Clearwater County Sheriff's Office, 150 Michigan Avenue, Orofino, Idaho 83544-0724 for the following requirement. This sole source acquisition meets the conditions of FAR 13.106-1(b)(1); only one responsible source has been identified as reasonably available to provide the service and supplies that will satisfy the agency requirements. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 922120. A firm-fixed price contract is contemplated to include a contract period not to exceed 1 year. This is a non-personal services contract to provide augmented Law Enforcement at the US Army Corps of Engineers Dworshak Dam & Reservoir and surrounding lands, Ahsahka, Idaho. The Contractor or the appointed representative shall provide all personnel, vehicles, vessels, equipment, supplies, facilities, tools, materials, supervision, other items, and non-personal services necessary to perform augmented Road and Boat Law Enforcement Patrols during periods of peak visitation. Interested parties are required to provide the above requirements and be certified and capable to perform all of the services on COE-administered lands and waters within Clearwater County. The principal areas covered by this contract are the following recreation and visitor access sites at Dworshak Dam and Reservoir: Big Eddy Marina, Bruce's Eddy, Viewpoint, Dam View, Powerhouse Road, Merry's Bay, Canyon Creek, Dent Acres, Grandad, and Dworshak Reservoir proper. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation, however all responsible sources that believe they can meet all of the requirements may submit the following: a) A capabilities package to include, as a minimum: 1) evidence of past experience and related projects that covers the criteria above with value/price of past efforts; 2) size of firm (large or small business); 2) whether or not these items and services are provided commercially to non-government agencies; and the ability to support the requirements, as identified above; and b) A quote with prices for: 1) a 2-hour orientation meeting, 2) 700 hours of Road Patrols (one officer), and 3) 432 hours of Boat Patrols (two officers). If no responses are received by 1:00 p.m. Pacific Time, 14 April 2011, a Sole Source contract will be pursued with Clearwater County, Idaho.
