Description
Draft Statemnet of Work This pre-solicitation notice is being issued by GSA FEDSIM to acquire Pharmaceutical Managed Services. The requirement will be for a period of 10 years, structured as a 5 year multi-year contract (iaw FAR 17.104), with 5 one-year optional periods. It is being noted that this is a re-solicitation of RFP GSC-QFOB-11-32389 which was cancelled after closing on 4/8/11. The solicitation will utilize the procedures of FAR Part 12, Commercial Acquisition, and will be issued as a 100% Small Business Set-Aside. The NAICS will be 49312 "Refrigerated Warehouse and Storage". This NAICS has a size standard of $25.5M for average annual receipts. The Government, in order to maintain the health of the nation's people stores, manages, and distributes pharmaceuticals, medical supplies, and medical equipment from sites located throughout the United States and its territories. GSA FEDSIM is soliciting for Contractor support involving the receipt, storage, and management of Government owned pharmaceuticals, medical supplies, and medical equipment in accordance with the attached draft Statement of Work (SOW). The Contractor shall provide all necessary expertise, labor, materials, and space to safely and securely receive, store, stage, kit and prepare for shipment pallets containing these items. The Site will be located within 15 driving miles of Atlanta Hartsfield Jackson International airport in Georgia (3600 Inner Loop Road, North Cargo Building, Atlanta, GA 30354). It will be used to manage ambient, and Schedule III, IV, and V controlled products as well as equipment and related medical items. In addition, two reach-in validated refrigeration units (one primary and one backup) will be required. The Contractor shall manage up to 40,000 pallet positions to include ambient pallets, Tri-wall containers and rolling containers of medical and pharmaceutical products at this site. Under this acquisition, the Government intends to establish a Bidder List for eventual receipt of the solicitation. For purposes of allowing interested Small Business offerors to determine the scope of the required services, a draft Statement of Work (SOW), including the pass/fail criteria, is being included in this pre-solicitation notice. A low price, technically acceptable evaluation will be accomplished. Firms that have an interest in receiving a copy of the final RFP shall submit an email request for the RFP to the following GSA FEDSIM contracting individuals: FEDSIM Contracting Officer (Victor Angkico): victor.angkico@gsa.gov FEDSIM Contract Specialist (Millicent Hawkins): millicent.hawkins@gsa.gov Only those firms requesting to be included on the Bidder List will be provided a copy, via email, of the final RFP, applicable attachments, and any subsequent RFP Amendments; although those firms that had previously submitted an offer on the cancelled RFP GSC-QFOB-11-32389 will automatically be included on the Bidders List for this solicitation. The request shall include the following information: 1. Name and address of firm. 2. Email address that the final RFP should be sent to. 3. Contractor point of contact with phone number and email address. 4. Size standard of firm as listed in CCR. It is anticipated that the final RFP will be issued and emailed to those firms on the bidder list on or about April 26, 2011 with a 30 day closing period.
