Description
PRE-SOLICITATION NOTICE: U.S. Army Europe (USAREUR) Support Contract (USC II), Various locations throughout USAREUR. This pre-solicitation announcement is for the purpose of informing industry that the U.S. Army Corps of Engineers intends to release a Request for Proposal for a hybrid firm-fixed-price (FFP), cost-reimbursement (no fee) (CR), and cost-plus-fixed-fee (CPFF) Single-Award Task Order Contract on a full and open basis to obtain proposals from qualified offerors interested in and capable of providing Operations and Maintenance (O & M), Logistics Support Services (LSS) and Unspecified Minor Military Construction (UMMC) to support contingency operations and military readiness exercises for approximately 1,000 to 6,000 personnel in Kosovo, Romania, and possible future operations throughout the USAREUR Area Of Responsibility (AOR). The following countries currently represent the USAREUR AOR: Albania, Andorra, Armenia, Austria, Azerbaijan, Belarus, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Holy See, Hungary, Iceland, Ireland, Israel, Italy, Kosovo, Latvia, Liechtenstein, Lithuania, Luxembourg, Macedonia, Malta, Moldova, Monaco, Montenegro, Netherlands, Norway, Poland, Portugal, Romania, Russia, San Marino, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, Ukraine, and United Kingdom. Request for Proposal No. W912ER-11-R-0085 will include, but is not limited to, the following services: Housekeeping and Janitorial Services; Laundry Services; Fire and Emergency Response; Food Service; Centralized management, administration, and coordination, inspection and monitoring of maintenance and repair for housing, office and work area accommodations; Staff Augmentation Services; Morale, Welfare, and Recreation Augmentation; Refuse Collection/Recycling; Environmental Services; Airfield and Air Terminal Services; Contractor Program Management; Contractor Quality Control; Container and Material Handling Equipment Operations; Supply Support Activity; Excess Property Laydown Yard and Scrap Metal Laydown Yard; Port Support Activity; Temporary Construction and Site Restoration; Motor Pool Operations; Shuttle Bus and Taxi Services; Motor Vehicle Fleet Maintenance Services for both tactical and non-tactical vehicles; Information and Communications Technology (ICT) Support Services; Facility and Utility Operation and Maintenance and Repair Services including heating, ventilation, and air conditioning, water distribution, waste water systems and electrical systems and power generation; Maintenance and repair of buildings and structures and sub-systems and components; Maintenance and repair to site-specific grounds maintenance and repair, mowing, leaf removal, tree trimming, erosion control, and fertilization; Vector control services including insect, rodent and feral animal control program; and Non-Recurring Support Services. In addition to performing the above services, the contractor shall be prepared to support requirements for new operations and new locations in any country within the USAREUR AOR. The Contractor shall respond to troop rotations, changes in locations, numbers, and flow of troops based on changing operational assessments, deployments and redeployment plans. The Contractor shall support deployment/redeployment and mobilization/demobilization. The Contractor shall provide support services for contingencies and planned/unplanned military exercises throughout the USAREUR AOR. The Contractor shall also provide support to Multinational Forces as required by USAREUR. The Contractor shall procure all material, equipment, and supplies incidental to the provision of services required by this contract. No contract award will be made until appropriated funds are made available. The solicitation will be available in FEDBIZOPPS. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Contract award will be based upon a best value analysis of all proposals. The Request for Proposal will contain complete evaluation criteria. The acquisition will result in a Single Award Task Order Contract award, as defined in FAR 16.504, based on a best value determination. As this will be a hybrid contract, there will be fixed-price contract line items to reflect the predictable nature of existing and scheduled services as well as cost-reimbursable contract line items to provide for the flexibility to respond to unscheduled and non-recurring services. The preponderance of CLINs will be FFP. The contract period of performance will be a maximum of five years, including a one-year base and four (4) one-year option periods. The base period will include a phase-in period of 60 days. Offerors must register in the Central Contractor Registration (CCR) at www.ccr.gov prior to submission of proposals. The solicitation will be issued o/a 16 May 2011. A site visit/pre-proposal conference will be held o/a 28 May 2011 in Kosovo. Information on the site visit/pre-proposal conference will be made available in the Request for Proposal.
