- FY11JSOH-BARRICADE FENCE RENTAL 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation number FY11JSOH BARRICADE FENCE RENTAL is being issued as a Request for Quotation (RFQ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-51. 4. This solicitation will be competed as "unrestricted;" all responsible sources may submit a quote. The North American Industry Classification System (NAICS) code is 532490, Other Commercial and Industrial Machinery and Equipment Rental and Leasing, and the small business size standard is $7 million. 5. The Government will award a firm fixed price contract for barricade fence rental for the 2011 Joint Service Open House (JSOH) and is procuring the following: CLIN Description Quantity Total Price 0001 2011 JSOH Barricade Fence Rental in accordance with SOW 1 each $ 6. Statement of work is included in paragraph 12. The contractor shall deliver and set-up 15,800 linear feet of event barriers and 360 linear feet of privacy barricades on 19 May 2011. The contractor shall begin work no earlier than 5:00 pm, EDT and complete barricade set-up by 2:00 am, EDT on 20 May 2011, with all event barriers in place, no exceptions. The contractor shall deliver and set-up 1,200 linear feet of event barriers to Branch Avenue Metro Station no earlier than 6:00 pm, EDT on 20 May 11 and complete barricade set-up by 2:00am, EDT on 21 May 11 with no exceptions. 7. The provisions at 52.212-1, Instructions to Offerors-Commercial; 52.252-1, Solicitation Provisions Incorporated by Reference: http://farsite.hill.af.mil; 52.252-5 Authorized Deviations in Provisions: (b) DFAS (Chapter 2), and 252.225-7000; FAR 52.212-2, Evaluations-Commercial Items, applies to this acquisition. EVALUATION PROCEDURES: The Government will award a contract resulting from this solicitation to the responsible offeror on the basis of Lowest Price Technically Acceptable (LPTA). Offerors must provide all items outlined in CLIN 0001 and meet delivery, set-up, and tear-down requirements outlined in statement of work to be considered technically acceptable. Award will be made in accordance with simplified acquisition procedures established in FAR Part 13 procedures, to the responsive entity whose evaluated offer or quote conforms to the combined synopsis/solicitation and represents the LPTA. The Government intends to make award to the responsive firm without discussions, nevertheless, the Government may communicate with an offeror in order to clarify or verify information submitted in their offer. The Government reserves the right to eliminate from further consideration, those quotes which are considered unacceptable and not capable of demonstrating acceptability without major quote rewrite or revision. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 8. It is the vendor's responsibility to be familiar with all applicable clauses and provisions. All Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer. FAR 52.212-3 can be downloaded from the internet: http://farsite.hill.af.mil/ or from http://orca.bpn.gov, if registered in ORCA (On-line Representations and Certifications Application). Offerors that fail to furnish the required representation information, or reject the terms and conditions of the solicitation, may be excluded from consideration. Questions shall be submitted no later than 12:00 PM EDT, 13 April 2011, 12:00 PM EDT. 12. Statement of Work ANDREWS AFB, MARYLAND 12 April 2010 STATEMENT OF WORK FOR RENTAL OF EVENT BARRIERS 1. DESCRIPTION OF WORK: The contractor shall furnish all plant, labor, materials, tools and equipment necessary for the rental of event barriers to support the 2011 Joint Service Open House (JSOH) on Joint Base Andrews, MD from 19 May through 23 May 11. 1.1. The following short work description shall serve as general information only, and shall not limit the contractor's obligation to conform to all state and local regulations in accordance with standard industry practice. 1.2. The contractor shall deliver, set-up, tear down and remove to Joint Base Andrews, MD, 15,800 linear feet of crowd control event barricades, commonly known as bicycle barricades, security barricades or pedestrian barricades for the period of 19 May 2011 thru 23 May 2011. Specifically, the barricades must be 4' tall x 7' wide, free-standing panels, maintenance free, made of lightweight galvanized steel (making them easy to transport), and require no drilling. The contractor shall deliver, set-up, tear down and remove to Branch Avenue Metro Station, 4704 Old Soper Road Suitland, MD 20746, 1,200 linear feet of crowd control event barricades, commonly known as bicycle barricades, security barricades or pedestrian barricades for the period of 20 May 2011 thru 23 May 2011. Specifically, the barricades must be 4' tall x 7' wide, free-standing panels, maintenance free, made of lightweight galvanized steel (making them easy to transport), and require no drilling. 1.2.1. The contractor shall deliver, set-up, tear down and remove to Joint Base Andrews, MD, 360 linear feet of privacy barricades, for the period of 19 May 2011 thru 23 May 2011. Specifically, the barricades must be 6' tall, free-standing panels, maintenance free, made of lightweight galvanized steel (making them easy to transport); privacy screening attached, and require no drilling. 1.2.2. Delivery Schedule. The contractor shall deliver and set-up 15,800 linear feet of event barriers and 360 linear feet of privacy barricades on 19 May 2011. The contractor shall begin work no earlier than 5:00 pm, EDT and complete barricade set-up by 2:00 am, EDT on 20 May 2011, with all event barriers in place, no exceptions. The contractor shall deliver and set-up 1,200 linear feet of event barriers to Branch Avenue Metro Station no earlier than 6:00 pm, EDT on 20 May 11 and complete barricade set-up by 2:00am, EDT on 21 May 11 with no exceptions. The contractor will set-up barricades in the locations per the direction of 11th Civil Engineer Squadron representative. The contractor shall off-load all remaining barricades not utilized during initial set-up at a location designated by the 11th Civil Engineer Squadron representative. 1.2.3. Pick-up and Removal Schedule. The contractor shall begin removing all event barriers from the flight line Sunday, 22 May 2011 starting at 6:00pm EDT and all units must be completely removed from the flight line by 2:00am EDT on Monday, 23 May 2011. All event barriers not directly on the flight line shall be removed by Tuesday, 24 May 2011 NLT, 4:30 pm, EDT, no exceptions. 1.3. The event barriers shall be placed at the following location: Andrews AFB flight line. 2. GOVERNMENT FURNISHED PROPERTY AND SERVICES: Water, electrical power, lighting and restroom facilities will be made available to the contractor in the performance of their work. 3. GENERAL INFORMATION. 3.1. Security Requirements. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation shall abide by the security regulations of the installation. The contractor will safeguard all government property and materials provided for their use. The contractor shall be responsible for the actions of his subcontractor's employees while performing work under this contract on the installation. In addition, the contractor agrees to abide by all security regulations and procedures, as stipulated by Security Forces, and to surrender all temporary passes issued to him, pursuant to this paragraph, upon completion of this contract. The contractor shall submit an original written request on company letterhead for each employee to the Government's representative specifying employee name, social security number, home address employer and tag number and state when performing work under this contract. A base wide identification card and vehicle pass shall be obtained for all employees including subcontractors. The contractor's employees shall have possession of his/her pass at all times while working on the installation. The contactor shall return any pass when employment and/or contract obligation is terminated. Lost or stolen passes shall be reported in writing immediately to the Contracting Officer. 3.2. Supervision by Contractor. The contractor shall at all times provide adequate supervision of his employees to ensure complete and satisfactory performance of all work in accordance with the terms of the contract. 3.2.1. The contractor may be asked to remove persons assigned to this contract if such individual is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population. 4. SAFETY: The contractor shall be responsible for all means and methods as they relate to safety and shall comply with all local, state and federal requirements. All personnel shall be instructed to be mindful of maintaining a safe environment for the facility occupants.
