Description
The Department of Veterans Affairs, VISN 3, seeks vendors capable of providing a Dental Picture Archiving and Communications System that can meet the following criteria. Workflow Description: Images will be acquired at dental digital imaging workstations that will include the dental digital imaging hardware (sensors, digital panoramic, or cone beam CT units). Dental digital hardware to be purchased will be connected via USB connection (sensors) to dental PCs already in place in the dental operatories or network connection (digital panoramics and cone beam CT) to acquisition units. These dental PC ™s will require dental imaging software to allow for the acquisition, saving, and viewing of dental images. Images acquired at the workstations will be forwarded automatically to the local storage server and uploaded to the Vista Imaging Server as well as the VISN server. This architecture enables images to be retrieved from the server when the Vista Server is down. Imaging Management Hardware Requirements: Each dental facility will require a dental server at their facility for initial storage of images. Images will then be uploaded to the VISN server which will house a dental acquisition, archiving, storage and retrieval server. The Central Service must have enough capacity to hold the VISN ™s images (Panoramic, intraoral and 3D Cone Beam) as well as any associated programs. Software Requirements: VISN 3 Dental Imaging Project Software Requirements 1. Ability to use any device from any manufacturer “ software is hardware independent 2. Direct integration with DRM+ - dental images are quickly accessed through DRM+ automatically without searching for patient 3. Integration with VistA imaging- dental images are integrated into VistA imaging, available throughout the hospital, clinic and VISN 4. Integration with VistA Modality Worklist- Enable to query patient information directly from the VistA system without having to handle manually input patient demographics 5. Ability to function even when the network is down “ images can be captured when the network is down, and when network comes back online, the images can simply be forwarded to the server and to the VistA server. 6. Ability to support satellite clinics “ software can support multi-clinic sites seamlessly with only one server. If a patient is seen at the Bronx, then his/her images will immediately be available at the other VA sites in MIPACS. 7. Software is DICOM and VistA compliant 8. Software is a complete PACS system for 2 D images and has the ability to in the future integrate with cone-beam CT devices. In order to seamlessly integrate with CPRS and DRMP, acquisition imaging software must have the ability to support DICOM query/retrieve. In order to meet the needs for this VISN Dental Radiology project, the vendor providing the PACS system must: i. meet the requirements noted in above in this section ii. provide an enterprise license for VISN 3, providing software support for the VISN Dental PACS server, acquisition stations, and all workstation stations throughout the following VISN 3 dental clinics: Manhattan, Bronx, Brooklyn, St Albans, Northport, Montrose, Castle Point, East Orange, Lyons and Brick. iii. The dental PACS enterprise viewer must come with dental ready made templates, and have the ability to customize templates to suit dental provider preferences. iv. The dental PACS system must be an open architecture Windows program providing compatibility for image direct capture with all name-brand x-rays systems (panoramic/cephalometric, PSP, CCS sensors, etc.), intraoral cameras, TWAIN devices, and cone-beam CT. v. The vendor must provide on-site installation to implement as well as configure the dental PACS system. Training for the management and maintenance of the dental PACS software will also be provided on-site to IT staff and system administrators at each of the VISN 3 dental clinics as described above. Due to the extent of this project it is anticipated that a minimum of 2 days at each site in addition to the server site will be required. vi. The vendor will provide support materials to for the training as described in v. above vii. A post installation follow-up visit is to be included by the vendor in order to ensure operation of the dental PACS system is optimized by all users (dental, IT, and system administrators). viii. Vendor will be able to provide technical support as well as e-mail support during normal clinic operation hours. ix. Vendor will be able to provide software updates and patches to keep dental PACS system current. Please submit the following information no later than April 20, 2011 @ 3:00PM (EST) to Stephanie Bellanger via email at stephanie.bellanger@va.gov: (1) Capability Statement, including how your product meets the requirements stated above; (2) A list of your last three relevant contracts with a technical/clinical and business/contracting point of contact for each. Submissions should include under which, if any, small buisness category your company falls.
