- The purpose of this Request For Information (RFI) is to conduct market research and to invite prospective Offerors to submit capability statements to the work described in this synopsis. The Marine Corps Systems Command is seeking information regarding a durable, lightweight handheld metal detector that is also able to quickly and effectively detect buried carbon rods such as those commonly found as D-cell battery cores. The Carbon Rod Detector (CRD) must be capable of meeting or exceeding the following performance and characteristics: The system must weigh less than 6 lbs when configured for operation and with batteries installed. The system must be able to compensate for mineralized, high metal type soils without the requirement for constant recalibration. The system shall operate without degradation in climatic conditions including, but not limited to, temperatures from -22oF to +140oF. The system shall be capable of being set-up and calibrated from the field carry case and be ready for operation in less than 60 seconds. The system shall be capable of operating on batteries currently available in the Department of Defense supply system. It is preferable to run on standard, rechargeable commercial batteries. Offerors must be capable of providing the first 350 systems with initial first line parts blocks within 30 days of contract award. Prospective Offerors possessing the capabilities to satisfy these detector requirements are invited to submit a White Paper providing a description of their system. The White Paper shall include, as a minimum: 1. Product literature, including a description of the system and validating information in the form of independent or government conducted testing supporting claims that the proposed system meets the system performance specification. If the system cannot meet one or more of the thresholds contained in this synopsis, explain the best capability of the system in that area. Include information of any capabilities or optional capabilities above and beyond the specification contained in this notification. 2. Pricing information. 3. Production and delivery capability, to include first and second line parts blocks. What is a projected delivery schedule in support of a potential government contract awarded within the next 90 days? 4. Capability to provide on-site New Equipment Training (NET). 5. Capability to develop a computer-based sustainment training package, with appropriate electronic and printed media. 6. Capability to provide parts and repair support. 7. A brief explanation of the Offeror s manufacturing process, to include the location of component manufacture and final assembly. 8. Past Performance information detailing any experience with hand-held mine and metal detection systems. Responses should no more than ten (10) pages, provided in Microsoft Word compatible format. Responses shall be submitted via email to stefanie.conway@usmc.mil and Cc: richard.augsburger@usmc.mil by 22 April 2011, Friday NLT 12:00pm EST. The email subject line should include the phrase Carbon Rod Detector Response to Pre-solicitation Notice. All requests for further information must be in writing and via email to the above address. This Request For Information (RFI) is for planning purposes only and shall not be construed as a Request For Proposal or as an obligation on the part of the Government to acquire follow-on acquisition. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.
