Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Simplified Acquisition Branch intends to negotiate on a sole source basis with the Global Ocean Associates using the procedures in FAR Parts 6 and 13. The Ocean Research and Applications Division of NESDIS has a requirement to purchase SAR Algorithm and product development, implementation, maintenance and GhostNet Support. The Ocean Research and Applications Division, The National Environmental Satellite, Data, and Information Service (NESDIS) Center for Satellite Applications and Research (STAR) has developed experience and expertise in the research, application, algorithm development, and validation of ocean products derived from satellite synthetic aperture radar (SAR) data develops, operates, and maintains NOAA's operational and environmental satellite programs. Global Ocean Associates has been the principal architect of the NOAA SAR Operational Marine Products System that is in the process of being implemented into operations. As architect of the preliminary and critical designs and as interface between the software developers and operational implementation personnel, Global Ocean Associates has unique knowledge and experience concerning how best to complete the development, testing, validation, implementation, and maintenance of the operational software system for SAR marine surface winds and other SAR-derived environmental products required in this contract. Global Ocean Associates is also the developer of the techniques being employed on an experimental basis to rapidly determine dramatic changes in the U.S. oil platform infrastructure in the Gulf of Mexico after major hurricanes utilizing high-resolution synthetic aperture radar imagery. This is proprietary materials. The knowledge and experience cited above is obtainable from no other source. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541990, 6.5 million small business size. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Amy.Sanderswhite@noaa.gov by April 22, 2011, 1:00 p.m. local time. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-51. The determination to compete or not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
