- The Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center has a need for support of the next generation of Health Information Technology. The Veterans Health Administration Innovation Program Goals are to provide tools, resources and processes that: Encourage innovations to emerge from the field; Allow innovations to evolve based on collaborative constructive review; provide a safe harbor for innovations to be piloted; and vet innovations from a business and technical perspective. The objective of this innovation effort is to provide for an audio/visual information and touch screen input/response kiosk that will enable patients to learn of the personalized risk of colorectal cancer in a hospital or clinic waiting room environment. The Contractor shall produce a kiosk-based interactive media system. The system shall accept input from the patient about clinical history, demographics and lifestyle. The system needs to conform to the existing National Cancer Institute (NCI) colorectal screening application. The system shall generate a printable report in color to the patient identifying their personal risk of colorectal cancer. This report shall be derived from the information inputted by the patient and the algorithm provided by NCI. The Contractor shall ensure that once the report has been printed, all personally identifiable information (PII) shall be removed from the kiosk system to comply with all National Institute of Science (NIST)/Federal Information Processing Standard (FIPS)/Health Insurance Portability and Accountability Act of 1996 (HIPAA) standards regarding data erasure. The system shall provide a graphical user interface which makes use of multimedia presentations. These presentations will assist the patient in understanding and responding to the NCI questions. The multimedia presentations should include images, icons, photographs, and animations. The system shall provide multimedia to make the data capture easier and more intuitive for the patient. The Contractor shall develop a video to run in a loop on the kiosk to serve as a promotional and educational tool. The video shall promote colorectal screening and educate patients about the use of the kiosk-based tool. Deliverables are to be Freight On Board (FOB) Destination with Inspection/Acceptance FOB Destination. The North American Industry Classification System (NAICS) Code for this procurement is 541512 with the corresponding small business size standard of 25.0M. The solicitation number assigned to this effort is VA118-11-RQ-0067 and will be issued on or about April 22, 2011 with a desired award date no later than June 17, 2011. All responsible sources may submit a proposal which shall be considered by the agency.
