- The U.S. Army Corps of Engineers is soliciting Small Business contractors for a construction project for the New Bedford Hurricane Barrier Dewatering City of New Bedford and the Town of Fairhaven, Massachusetts. The work of this project consists of miscellaneous rehabilitation work on the navigation gates and appurtenances at the New Bedford/Fairhaven Hurricane Barrier. Major work features include installation of stop gates and dewatering of navigation gate pockets, removal and disposal of silt, sand, and debris moderately contaminated with PCBs) from the base of the gates, jacking of the gates to allow gate wheel replacement with six new government furnished wheels, machining of wheel bushings, repairing spalled concrete within the gate pocket, steel repairs to the stop gate guides, abrasive-blasting of steel areas to be painted, spot painting the stop gate guides above the water line, painting the entire steel surface of Horizontal Truss II on the sector gates, painting the exterior of the sector gates skin plate above the drive rack, spot painting the remainder of the sector gates, installing wheel guards and sector gate skirting panels, lubrication of trunnion bearings with government furnished lubricant, replacing timber fenders, and checking of air jets and lubrication lines for the sector gate wheels. Repairs requiring underwater work may include cleaning of stop gate guides, removal of sediment, metal cutting, welding of metal shapes, and inspections. The gate pockets are considered a confined space, although no permit is required, and worker protection procedures shall be implemented by the Contractor. The solicitation will be available on or about April 25, 2011 and will be available for downloading by accessing the Federal Business Opportunities website (http:/www.fbo.gov). In order to view this solicitation, prospective contractors are required to self register their firm with Federal Business Opportunities (go to http:/fbo.gov and register under Vendor/Citizen). Amendments, if any, to his solicitation will be made available at the http:/www.fbo.gov website. Neither telephonic, mailed nor faxed requests will be accepted. Registrants are responsible for the accuracy of the information on the FedBizOps Registration List. This procurement is set aside for Small Business firms. The estimated cost of the contract is between $1,000,000 and $5,000,000. The applicable NAICS code is 237990 with a Small Business Size Standard of $33,500,000. Any responsible source meeting this standard may submit a proposal to be considered by the New England District.
