Description
Draft RFP Attachment 2 Award Fee Plan. Draft RFP Attachment 1 Statement of Work. Draft Solicitation for Contractor Support Services for the Security and Intelligence Directorate of DARPA. The Defense Advanced Research Projects Agency (DARPA) will conduct an Industry Day briefing in support of the issuance of a solicitation for Contractor Support Services to the Security and Intelligence Directorate (SID). Attendance at the Industry Day is voluntary and is not required to propose to the subsequent solicitation (if any). DARPA will not provide reimbursement for costs incurred to participate in this Industry Day. This Industry Day announcement does not constitute a formal solicitation for proposals or abstracts. In conjunction with this Industry Day, a draft solicitation for the requirements is being provided in this Presolicitation Notice for your review and questions/comments. Please provide any questions/comments to the Contracting Point of Contact specified herein by 11 AM ET on Friday, April 22, 2011. Interested parties to this notice are cautioned that nothing herein obligates the Government to issue a future solicitation. REQUIREMENTS DESCRIPTION AND OBJECTIVE Contractor support services are required to support the DARPA Security and Intelligence Directorate (SID). In fulfilling this responsibility, SID desires support services in developing, implementing and maintaining programs that facilitate the secure and successful accomplishment of its mission while protecting DARPA personnel, information, property, and business continuity consistent with the DARPA Mission, Public Law, National Policy, applicable Executive Orders, and Department of Defense Directives and Regulations. SID plans, executes, and directs the information, personnel, industrial, information assurance, and physical security programs at DARPA and at specified contractor sites. This includes collateral, Sensitive Compartmented Information (SCI), and Special Access Programs (SAP). SID also formulates and implements security policy and procedures at DARPA and represents DARPA on security matters with external organizations. The SID mission is to develop, manage and implement programs that facilitate the secure and successful accomplishment of DARPA's mission, while protecting DARPA personnel, information, property, and insuring business continuity. SID objectives are to provide world class service to each of our customers; to establish credible security policy and procedures; to be responsive to technical program needs in a timely manner; to represent DARPA's interests in National Security Forums; and above all, to protect our people and information. SID's challenge is to accomplish the mission and objectives while mirroring the DARPA business philosophy. SID requires a contractor that will provide a high quality professional security staff that believes in teamwork and customer service and that will partner with SID to accomplish these objectives using initiative, innovativeness, and cost consciousness. The Statement of Work (SOW) included in the draft solicitation provided by this Presolicitation Notice identifies the support services required to meet SID needs. The contractor shall provide and manage personnel and equipment, if required, to safeguard DARPA, US Government and other resident property, personnel, and information and to assure continuity of the DARPA work effort. The contractor would be required to perform all tasks within this SOW and be capable of meeting surge periods when additional resources above the normal requirements are necessary to meet short-term requirements. GOALS The purpose of the Industry Day is to outline the support services required by DARPA and to promote an understanding of the solicitation proposal requirements. There will be a Q & A session following the presentation. REGISTRATION AND SECURITY REQUIREMENTS Participants MUST register with the Administrative Point of Contact specified herein no later than 11 AM ET, Friday, April 22, 2011. Only four representatives from each organization or institution may attend. The maximum capacity of the room is 100, so registration will be shut down once we attain that number. Attendance is restricted to U.S. citizens only. Security clearance verification and visit authorizations are not required. Photo identification will be required at check-in. DATE AND LOCATION The Industry Day will occur on Friday, April 29, 2011 from 0930 ET to 1500 ET at the Capital Conference Center at Liberty Center, 3601 Wilson Boulevard, Suite 600, Arlington, Virginia 22201. Questions/comments must be provided to the Contracting Point of Contact specified herein by 11 AM ET on Friday, April 22, 2011. Questions arising from the CMO or SID Industry Day briefings will be accepted but must be provided in writing at the conclusion of the briefs.
