- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. CONTRACT INFORMATION: Two Indefinite Delivery Architect Engineering Contracts for professional engineering and design services, procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. See Numbered note 24 for general information on A-E selection Process. Work will primarily be performed within the boundaries of the New England District, but work may also be required at other locations within the boundaries of the North Atlantic Division. Indefinite Delivery/Indefinite Quantity Contract (IDIQ) will be negotiated and awarded with a base year and four option years. The amount of each contract will not exceed $3,500,000. Work will be issued by negotiated firm-fixed-price or labor-hour task orders. Award of these contracts to the subsequently selected firms is anticipated in June, 2011. These contracts are set aside for small businesses only. Small businesses for this contract action are defined under the North American Industry Classification Code (NAICS) of 541330, which specifies that the firms have no more than $4,500,000 in average annual receipts over the past three fiscal years. To be eligible for a contract award, a firm must be registered in the DOD (DFARS 236.602-1(a)(6)(A)) Central Contract Registration(CCR). Register via the CCR internet site at http://www.ccr.gov/. The contracts' minimum guarantee amount is $75,000 over the life of the contract. 2. PROJECT INFORMATION: Engineering and Design services primarily at various locations in the Corps' New England District (ME, NH, MA, CT, VT, and RI) but could also include other states and districts covered by the U.S. Army Corps of Engineers North Atlantic Division's mission areas (NY, PA, NJ, DE, MD, VA, WV and the District of Columbia. Work could include various design and/or construction services for projects relating to the design of new and renovation of existing structures; military building design; general site engineering, planning and design projects, including projects related to the development of water resources or involving hydrology and hydraulics expertise; sustainable design, environmental engineering; value engineering; and design of any other/unique structure. Architect-Engineering Services that may be required under this contract include drawings, technical specifications, cost estimates, design analysis, engineering calculations, request for proposal preparation, conceptual design development, site and project planning, engineering studies to include life safety code, sustainable design, LEED documentation, topographic surveying, use of GIS systems, aerial surveys and other survey work and construction phase services to include shop drawing review, as-built drawing preparation, preparation of O&M manuals, and engineering consultation services. Products shall be produced to Corps of Engineers guidelines and specific formats set forth by task order. The firm must demonstrate the ability to: provide drawings in Microstation CADD software (version as required by the project); Use the latest version of M II (cost engineering software as provided by the Government) for the development of construction cost estimates; Use of Corps computer-based specification software and the development of Plans & Specifications (SPECSINTACT); utilize Projnet (DRChecks) (https://wwwprojnet.org) for comment resolution of design review submittals; and have capability in Building Information Modeling (BIM). 3. SELECTION CRITERIA: The selection criteria are listed below. Factors are listed in descending order of importance. Criteria (a-h) are primary factors. Criteria (i-j) are secondary factors and will only be used as 'tie-breakers' among firms that are essentially technically equal. (a) Firms must demonstrate Specialized Experience and Technical Competence for studies/designs/construction services in the following fields, projects completed prior to December 2002 will not be considered: 1. Architecture, 2. Civil/Site Engineering, 3. Mechanical Engineering, 4. Electrical Engineering, 5 Structural Engineering, 6. Geotechnical Engineering, 7. Sustainable Design 8. Value Engineering, 9. Surveying & Mapping services 10. Hydraulics & Hydrology, 11 Environmental Engineering, 12. Landscape Architecture and 13. Building Information Modeling (BIM). (b) Professional Qualifications. The firm must have on its staff (or provide through a consultant[s]) registered professional engineers with demonstrated expertise in all those disciplines listed above (accredited LEED specialists can be covered within listed disciplines) and a licensed Land Surveyor. The firm must also have on staff (or provide through a consultant[s]) personnel with professional engineering or architect registration in all six New England District states (ME, NH, VT, MA, CT, and RI). The firm must also include a statement that they have the ability to obtain Professional Engineer registration and/or Land Surveyor licensure in all other NAD mission areas (NY, PA, NJ, DE, MD, VA, WV, and the District of Columbia) in a timely manner if required. The firm must also have on staff (or provide through a consultant) a qualified value specialist to facilitate VE study workshops as prescribed by Quantity Contracts for ASTM and SAVE International standards. Firms not demonstrating these requirements will be considered unqualified. (c) Past Performance. The firm must possess a good record of past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules. (d) Capacity. The firm must have the capacity to accomplish the work in the required time. (e) Knowledge of the locality in the primary geographic area of New England District for listed key discipline lead designers. (f) Firms must demonstrate previous experience in preparing construction cost estimates with the Micro Computer Aided Cost Estimating System (MII) and Life Cycle Cost Analysis methodology. The firm shall also demonstrate experience in the development of construction contingencies based upon the knowledge of Risk Analysis and level of design detail. (g) Firms must have capability to provide all deliverables in Microstation DGN format version 8. The Government will only accept this format; the Government will not convert or reformat submissions themselves. Advanced software application files used for civil design and drawings shall be delivered in formats compatible with InRoads (Bentley Civil Engineering). All delivered CADD files shall be in compliance with A/E/C CADD Standard Release 4.0 or later. (h) Firms must demonstrate knowledge of preparing specifications for construction contracts using a personal computer based software package. All specifications for Corps of Engineer (COE) contracts will be prepared using Unified Federal Guide Specifications and SPECSINTACT. (i) Geographic Proximity. Location of the firm in the general geographical area of the six New England states. (j) Volume of DoD Contract Awards. DoD A-E contract awards can be obtained from the Architect-Engineer Contract Administration Support System (ACASS), and verified and updated during the interviews with the most highly qualified firms. 4. SUBMISSION REQUIREMENTS: Interested firms being able to perform this work must submit Parts I and II of the SF 330 for the prime firm (or joint venture). Part II of the SF 330 must also be submitted for each consultant. Please note that a separate Par t II is required for each branch office of the prime firm and any subcontractors that will have a key role in the proposed contract. Submissions must be made to: U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751,ATTN: Susan Dunnagan, not later than the close of business on May 9, 2011. Facsimile transmissions will not be accepted. Include the firm's DUNS number on the SF 330, Part 1, Block B. On the SF 330, Part 1, Block C, provide the DUNS number for each consultant. Please submit three copies of all submissions. The SF 330, Part I, shall have a page limit of 50 pages. A page is one side of a sheet. Font size shall not be less than 10 font and margins shall not be less than one inch (for any additional pages). The New England District does not retain SF 330 Part lls on file. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. Information regarding registration can be obtained online at www.ccr.gov or through CCR Assistance Center (CCRAC) at 1-888-227-2423 or 269-961-4725. Effective immediately, the use of DUNS+4 numbers to identify vendors is limited to identifying different CCR records for the same vendor at the same physical location. For example, a vendor could have two records for themselves at the same physical location to identify two separate bank accounts.
