Description
This Sources Sought Notice is for planning purposes only and shall not be construed as a Request for Proposal, or as any other obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey, or otherwise pay for information solicited. All information submitted will be afforded appropriate protections as proprietary to the respondent. The Army Contracting Command - Rock Island (ACC-RI) is conducting a market survey to identify potential sources capable of manufacturing and delivering the following items: MK156, Detonator Delay, 175 Milliseconds (MS), NSN: 1375-01-495-6288, DODIC: DWEJ; the MK157, Detonator Delay, 200 MS, NSN: 1375-01-495-6860, DODIC: DWEK; the MK158, Detonator Delay, 17 MS, NSN: 1375-01-495-6844, DODIC: DWEL; the MK159, Detonator Delay, 42 MS, NSN: 1375-01-495-6894, DODIC: DWEM & the MK160, Detonator Delay, 25MS, NSN: 1375-01-495-6888, DODIC: DWEN. The MK 156 through MK 160 Delay Detonators consist of a detonator with an integral delay element and a length of pyrotechnic lead. The detonator consists of delay and output charges or delay, output, and initiation charges. The five detonators each have a different delay time - 17, 25, 42, 175 and 200 milliseconds (ms). The 17, 25 and 42 ms delay detonators (MK 158, MK 160, and MK 159 respectively) contain a delay and an output charge, and the 175 and 200 ms delay detonators (MK 156 and MK 157 respectively) contain delay, output, and initiation charges. The delay detonators are crimped onto the pyrotechnic lead. The opposite end of the pyrotechnic lead has an ultrasonic seal which prohibits the entrance of moisture and contaminants into the tube. The pyrotechnic lead consists of a single strand non-fragmenting, flexible plastic tube. The interior of the tube is coated with a maximum of 0.08 grains per foot of energetic material. The energetic material contains 90% HMX and 10% powdered aluminum. The lead is approximately 0.118 inches in diameter. When initiated, the pyrotechnic lead propagates at approximately 6,500 feet per second. Interested companies should respond by providing the Government the following information in the time-frame established below: a brief summary of the company's capabilities; description of facilities, business size as it applies to NAICS code 325920, Explosives Manufacturing - size standard 750 employees; personnel and related manufacturing experience; estimated minimum and maximum monthly production quantities with associated prices and lead-times; whether any of the items are currently in production or when last produced; and the minimum procurement quantity (MPQ) required for economical production. Additionally, interested companies should note if manufacturing resources are shared with other item/production lines and identify the approximate amount shared. A respondent to this market survey must have available a majority of the skills that are required to manufacture these items. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent, must be able to demonstrate and should describe his or her ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. Interested companies should also include a Rough Order of Magnitude (ROM) for a quantity of 10,000 for each detonator in the family. All contractors interested in this potential future solicitation must be registered in the Central Contractor Registration Database. Interested firms have 30 calendar days from the date of this publication to submit information to be considered in the development of the acquisition strategy for this item.
