- PWS ENGINEERING AND COMPUTER SCIENCE SERVICES Sources Sought Synopsis THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Ogden Air Logistics Center Contracting Directorate is conducting market research to determine the existence of potential small business sources to provide Engineering and Computer Science services to perform tasks that are needed by the 519th SMXS Squadron, in support of mission planning. Requirements may include: support for software and hardware development; systems integration; software and systems upgrades and process improvements ; software reprogramming or adjustments to ensure compatibility with current or future hardware; troubleshooting; identifying, designing, and testing solutions; adding incremental capability improvements; revising/updating software documentation; developing and documenting test plans, procedures; and executing system tests at Hill AFB, UT. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information. The Ogden Air Logistics Center Contracting Directorate (AFMC), Hill Air Force Base (AFB), Utah, intends to issue a formal RFP within 1 - 6 month timeframe for the acquisition of services required for engineering and computer science services at Hill AFB, UT. The estimated contract period including all options is a basic year for 2 ½ years (basic - 6 month period of performance and 5 - 6 month options. All work shall be performed in a classified development environment requiring security clearances for all personnel. The successful contractor shall analyze, design, support, maintain, and develop solutions for Mission Planning Software and Hardware including the Mission Planning System (MPS), Portable Flight Planning System (PFPS) and Joint Mission Planning System (JMPS). The contractor shall have current knowledge of programmatic interfaces of these mission planning systems including the connections to FalconView, Graphics Overlays and Routeserver of PFPS and the ability to create JMPS Unique Planning Components (UPC) and JMPS Common Components (CC). Perform test duties to include planning, setup, test, and reporting for Mission Planning systems. Establish test plans and procedures as well as test conducting for Flight Performance Modules. Accomplish design and coding for interfaces using USMTF and XML message formats. Support Program Management Reviews (PMR), Interface Control Working Groups (ICWG), Technical Interchange Meetings as well as other programmatic meetings. Accomplish design and coding of F-16 Unique Planning Component's (UPC). Follow the 519th SMXS/MXDEA/D Software Development processes which include expertise in Capability Maturity Model Integration (CMMI) Level 5. Submit monthly and weekly status reports to the Government. The NAICS code for this requirement is 541330. The Government requests interested parties to submit a brief statement of current capability to perform these services and a letter of interest. In order to be considered in this market survey, please reply by close of business Wednesday, 16 March 2011. AFFARS 5352.201-9101 OMBUDSMAN (AUG 2005). (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Ms. Sharon Porter, by email at sharon.porter@hill.af.mil or 801-777-6549. (d) The ombudsman has no authority to render a decision that binds the agency.
