- The United States Department of Transportation (DOT), Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center) in support of the Federal Aviation Administration (FAA) and the Department of Homeland Security (DHS), intends to solicit on a non-competitive basis with Information Tool Designers, Inc., (ITD), to modify a previously developed government-owned airborne network security simulator to add an engine control system, aeronautical databases, on-board computer system, entertainment system and advanced networking system capabilities. The simulator integrates industry and government aeronautical simulators to assess and identify network security requirements for airborne network environments in a controlled environment. ITD's previous experience in the development of the airborne network security simulator will be leveraged to develop the simulation capability. The Volpe Center requires the contactor to have unique knowledge of the existing airborne network security simulation capability, an engine control system, entertainment system, and the advanced networking standard. The Volpe Center also requires the development of on-board computer test and use cases for security training purposes to be presented at a workshop for 40 airlines and vendors (users), a presentation at a conference for an audience of approximately 30 attendees regarding the previously developed airborne network security simulation capability, and for a US Government Working Group (all of these information exchanges are within 3 weeks of the award and are key user inputs to the simulation capability development). Using a tool that requires detailed prior knowledge, the Volpe Center requires an assessment of the engine control system, production of a report, and conducting security testing in the airborne network security simulator. In addition, the Volpe Center has the need to leverage expert knowledge of a DOT-specific Certification Program, to conduct a detailed review of the program and produce an updated Assessment report. Travel will be required to the following locations: Wichita, KS; Washington DC; Herndon, VA; Hartford, CT; Montreal, Quebec; and Portland, OR. A Request for Quote (RFQ) issuance will be on or about April 22, 2011. The applicable North American Industry Classification System (NAICS) code for this requirement is 541512 and the small business size standard is $25.0M. This procurement will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures NOTE: All contractors must be registered in Central Contractor Registration (CCR) in order to receive award from a DOT Agency. Contractors may access the site at http://www.ccr.gov to register and/or obtain information about the registration process. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted on-line through On-Line Representations and Certifications Application (ORCA). ORCA is a web based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
