- A sources sought notice was previously posted under R11PS30225. This number and the new soliciation number R11PS30249 are the same requirement. The Bureau of Reclamation has a requirement for technical modeling assistance using Colorado River Simulation System (CRSS) and Spanish translation of technical modeling concepts and results in support of binational technical modeling discussions with Mexico. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-50. This requirement is a full and open competition. The North American Industry Classification System (NAICS) Code for this acquisition is: 541620 Environmental Consulting Services. The small business size standard for NAICS Code 641620 is $7 million. Line item 0001 - Five Work Group Meetings. A more detailed specification of the required service is attached to the Request for Quote (RFQ.) Line item 0002 - 10 technical meetings via teleconference. A more detailed specification of the required service is attached to the RFQ. Line item 0003 - Two technical meetings via face to face. A more detailed specification of the required service is attached to the RFQ. Line item 0004 - CRS Development and analysis. A more detailed specification of the required service is attached to the RFQ. Line item 0005 - Review Technical Documentation written in Spanish. A more detailed specification of the required service is attached to the RFQ. Line Item 0006 - Cost Reimbursable Travel. A more detailed specification of the required services is attached to the RFQ. It is anticipated that the performance period will start approximately in late April 2011 to October 2011. Determination of award will be based on the lowest priced technically acceptable, responsive quote from a responsible quoter. The following criteria will be evaluated to determine quote technical acceptability: (i) Technical capability (ii) Experience (iii) Past Performance. The following clauses and provisions are applicable to this commercial item acquisition: FAR provision 52.212-1, Instructions to Offerors - Commercial Items FAR provision 52.212-2, Evaluations FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items - Offerors shall include in their offer a completed copy of the provision 52.212-03 or indicate completion of the applicable Online Representation and Certifications Application (ORCA). Offerors may complete the annual representation and certification online at www.orca.bpn.gov. FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items. FAR clause 52.212-5 Alternate II, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Additional contract requirements include the following clauses and provisions: 1452.231-80, Contractor Reimbursable Travel Costs 1452.237-80, Security Requirements, Information Technology/Compulsory Protection of Sensitive Information and Security Access Requirements All questions shall be accepted on or before the end of business day April 12, 2011.
