- In Reply Refer To: VISN 20 Contracting April 7, 2011 Closing Date: April 13, 2011 @ 12 noon PST RFI#: VA-260-11-RI-0801 Request for Information (Seeking Sources Only) From: VISN 20 Contracting (See address above) Subject: "Off-Site Parking and Shuttle Services" This is not a solicitation announcement or a Request for Quotations. The purpose of this RFI is to gain knowledge of potential qualified sources. Responses to the notice shall be e-mailed to jonathan.jewel@va.gov. Please note that responses that identify errors, deficiencies, or areas of improvement in the following description of tasks and deliverables may be used to improve any future RFQ for these services. Please refrain from submitting unique or proprietary information. (see note below) Scope: The VISN 20 Contracting Activity is seeking sources to provide for a parking lot, comprising of at least 80 vehicle parking spaces, and a shuttle service to the Portland VAMC. The envisioned services would include a 12 passenger shuttle van and a driver to ferry veterans and their caregivers from a contractor controlled Off-Site Parking Location to the Portland VAMC then back to the parking location on a regular basis throughout the day. Services would be provided Monday through Friday excluding federal holidays. Location of Medical Center: Portland VA Medical Center 3710 SW US Veterans Hospital Rd. Portland OR 97239 Proximity to the Portland VAMC and easy access is of major consideration. Requirements: 1.The Contractor shall provide for a safe and secure Off-site Parking location for all veterans, their care givers, and veterans vehicles. 2.The contractor will be liable for the safety and security of all vehicles parked in the provided lot and for those using the shuttle service. The contractor will be expected to provide proof of insurance coverage for this liability. 3.Transportation shall be provided starting at 7:00AM and ending at 5:00PM at the Off-site Parking location. A complete route including pick-up and drop-off at both locations shall occur every 45 minutes during this time period on a set schedule. Use of the service will be restricted to VA patients and their care givers. Usage of the service will be tracked and reported to the Portland VAMC. 4.The Contractor shall provide for a safe transportation for all veterans and their care givers. The contractor and their driver(s) will be liable for their safety while utilizing the shuttle service. The contractor will be expected to provide proof of insurance coverage for this liability. 5.Contractor employees are subject to a NACI (National Agency Check with written Inquiries) and a suitability determination before access to VA systems and areas deemed non-public may be granted. The cost for these investigations will be borne by the contractor. Operating Hours: 1.The contractor will be on duty Monday through Friday from 7:00AM - 5:00PM excluding federal Holidays. 2.Federal Holidays: are those holidays observed by the United States Government: i.e., New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day and any other day specifically declared by the President of the United States to be a Federal Holiday. Interested firms shall provide the following: 1.Please submit a general capabilities statement on how your firm could adequately perform all the elements of the services described above. Please limit the capabilities statement to 5 pages although longer responses will be accepted provided they are concise and do not contain irrelevant information. 2. List no more than 3 (three) projects/contracts that your company has performed (as a prime vendor) of similar scope and complexity under SIN 736-1. Please be specific and provide complete reference information to include at a minimum the project name and the project's owner contact information. 3.Please provide your firms DUNS Number. DUNS numbers can be obtained through http://fedgov.dnb.com/webform. 4.Industry Feedback (optional): Respondents may include suggestions or comments on the above description of services to help the Department of Veterans Affairs to improve subsequent solicitations for similar services.
