Description
The Mission and Installation Contracting Command (MICC) Center - Fort Knox intends to issue a solicitation for a Firm Fixed Price (FFP) contract for logistics support services at Fort Knox, Kentucky. The applicable North American Industrial Classification system code (NAICS) code is 561210 with a size standard of $35.5 million. This acquisition will be a competitive, 100% 8(a) Business Development (BD) Program set-aside. The services under this requirement have been determined to be commercial in nature. The logistical support services contractor will provide resources to plan, organize, manage personnel, and operate and perform the Fort Knox Directorate of Logistics (DOL) Support contract, consisting of supply, transportation and maintenance support activities to include active Army units located at Fort Knox area of responsibility (AOR) identified in AR 5-9. Transportation Services include operation of the Installation Transportation Motor Pool (TMP), personnel and cargo transport, personal property movement, passenger travel services, and freight movement. Supply Functions include operation of Class II, III (package and bulk), IV, V, VII, and IX supply support activities (SSAs) for Fort Knox. Additional functions include stock control operations, ammunition, property control (i.e. property book), central issue facility (CIF), central initial issue point (CIIP), and hazardous materials center for external customers. Maintenance includes performing materiel maintenance, to include but not limited to, inspection, troubleshooting, classification, service, maintenance, repair, adjustment, alignment, overhaul, welding, painting, fabrication, modification, load testing, performance testing, transport, and processing and de-processing for issue, turn-in, or repair and return to user. Performance will include maintenance on wheeled and tracked tactical, non-tactical, commercial and combat vehicles, ground support equipment, construction and engineer equipment, electronics and communications equipment, audio visual equipment, towed artillery, missile systems, weapons, non-Test Measurement, and Diagnostic Equipment (TMDE) test equipment, and other equipment, to include end items and components. The anticipated period of performance for this contract is a 45 day phase-in period, eight month base period, and two one-year option periods. The Government anticipates release of the solicitation on or about 26 April 2011, with a projected closing date of 26 May 2011. The solicitation and all amendments will be issued through the Federal Business Opportunities Website (FedBizOps) at https://fbo.gov/, and the MICC Center - Fort Knox website at http://doc.knox.army.mil/. Offerors are required to check the above websites daily to be notified of any changes to the solicitation. These are projected dates and are subject to change. Paper copies of the solicitation will not be provided. A site visit will be conducted approximately 10 days after release of the solicitation. The specific date and time will be provided in the solicitation. To be eligible for award all interested parties must be registered in the Central Contractor Registration (CCR); registration must be completed electronically at www.ccr.gov. Additionally, Representations and Certifications must also be on record through the Online Representations and Certifications Application (ORCA) at www.orca.bpn.gov.
