Notice Information Solicitation: DF-MAPPING-SOFTWARE-RFI Agency/Office: Customs and Border Protection (CBP) Location: Procurement Directorate 1310 - NP Title: Direction Finding Software Mapping NAICS: 511210 Software Publishers FSC: 7030 ADP Software Description THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is released pursuant to FAR Part 15.201(e), Exchanges with Industry. The U.S. Customs and Border Protection (CBP), Office of Information Technology (OIT), Laboratories and Scientific Services (LSS) are issuing this RFI regarding Mapping Software for Direction Finding (DF) Processor. CBP is searching for Mapping Software for DF Mapping and DF Solution for fixed-site and mobile missions. It's intended for local single operator applications, for remote tasking operations where only one DF Station is available, and for unmanned/stand-alone operation applications. Key Features will include (but not limited to); • Mapping features with enhanced objects & waypoint database tools • GPS real time tracking of DF vehicle's position • Automatic Plotting of Bearing on the map for unmanned operation • Radar like Doppler bearing display for ease multi-path visualization with digital multi-path canceling algorithm • All the experience of a top-performer DF Operator is build into a mathematical model to automatically compute transmitter MLPR location (Maximum Likelihood Probability Region) • Multiple transmission sources can be tracked down at the same time Simple operation. Bearing are plot on the map with just a press of a button • Easy deployable DF Networks thru Internet, GSM, or TCP/IP Data paths • Automatic DF Mission Recording/Playback feature. Off-line triangulations can be done with data obtained at an earlier point in time • Seamless guaranteed operation with all DF Processors To summarize, we are looking for Mapping Software that is suited for vehicle and stationary use where wide frequency coverage and sophisticated operating features are required. All replies should include a detailed technical specification report. QUESTIONS OR INQUIRIES: No questions shall be accepted regarding this RFI. Responses to this notice will not be returned, nor will there be any ensuing discussions or debriefing of any responses. This notice is part of Government Market Research, a continuous process for obtaining the latest information on the commercial status of the industry. This RFI is for planning purposes, and does not constitute a commitment, implied or otherwise, that a procurement action will follow. CBP will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, CBP reserves the right to contact any respondent to this notice for the sole purpose of enhancing CBP's understanding of the notice submission. The content of any responses to this notice may be reflected in any subsequent solicitation, except for content marked or designated as business confidential or proprietary which will be fully protected from release outside the government, which will be fully protected from release outside the government. Responses should be marked identifying proprietary areas or specific proprietary technology. General proprietary marking are not acceptable. All material provided will be treated as confidential. Company proprietary data will be reviewed by Government employees and authorized representatives only. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI, including any subsequent product demonstrations. All responses are to be: provided on company letterhead, limited to 15 pages, and limited to commercially available off-the-shelf products (developmental products are not being considered). Responses must demonstrate compliance with the system specifications listed above, include the applicable Federal Supply Schedule contract number and be submitted via e-mail, only, in Microsoft Office SUBMISSION ARE DUE no later than 12:00 noon on April 21, 2011. The response shall be e-mailed to: herman.shivers@dhs.gov. All packages submitted electronically or by electronic media shall be free of any computer virus.
