- The Bureau of Reclamation, Snake River Area Office has a small business set aside requirement for an RTV- Utility Vehicle to be used at Black Canyon Park In Emmett, Idaho, for utility purposes. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. R11PS10042 is being issued as a request for quotation (RFQ). This is a solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations FAC 2005-50. This procurement is being issued as a Total Small Business Set- Aside under NAICS Code 336112 with Small Business Standard of 1,000 employees. The Contractor shall provide and deliver the following item: One (1) RTV Utility Vehicle - basic, standard utility vehicle, diesel, 4 x 4, with the following attachment package:Steel Cab, Springs, Strobe light, Heater, Wiper Kit, Trailer Hitch, Turn Signal/Hazard,Inside Mirror, Backup Alarm, HD72''blade-snowplow, Blade quick hitch-snowplow attachment, Hydrayulic control valve-snowplow attachment. F.O.B. Destination: Bureau of Reclamation, Black Canyon Dam 3999 E Black Canyon Hwy, Emmett, ID 83617-9503Deliver on or before May 30, 2011. The following provisions apply to this acquisition : 52.212-1 Instructions to Offerors -- Commercial Items ; 52.212-2, Evaluation - Commercial Items applies. The following factors shall be used to evaluate offers: 1) technical capability of the offered item to meet the Government requirement, offer shall include brochure with pictures and specifications; 2) price; 3) past performance, to include a list of references with phone numbers for similar requirement provided in the past to Government or other private companies. Technical and past performance when combined are more important than price; Offerors must include a completed copy of the provision at 52.204-8 Annual Representations and Certifications and submit with its offer; Clause 52.212-4 Contract Terms and Conditions -- Commercial Items, applies to this acquisition; 52.212-5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders--Commercial Items to include clauses 52.222-3 Convict Labor, 52.219-6 Notice of Total Small Business Set-Aside, 52.222-19 Child Labor-Cooperation with Authorities and Remedies, 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity, 52.222-36 Affirmative Action for Workers with Disabilities, 52.225-01 Buy American Act, 52.225-13 Restriction on Certain Foreign Purchases, 52.204-7 Central Contractor Registration, 52.232-33-Payment by Electronic Funds Transfer--Central Contractor Registration, 52.222-19 Child Labor-Cooperation with Authorities and Remedies; 52.223-18 Contractor Policy to Ban Text Messaging while driving; and 52.247-34 F.O.B.- Destination. Vendor must have registered in the Central Contractor Registration Database at www.ccr.gov prior to an award being made.
