Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Vista Research, Inc. 2231 Crystal Drive Ste. 515 Arlington, VA 22202 for the procurement of a total of fifty (including options) Radar Processor Tracking Systems (25K Watt), a total of thirty (including options) Radar Processor Tracking Systems (4K Watt), and a total of four months (including options) of YPG CONUS Field Service Representatives (FSR) Support for the Naval Air Systems Command 4.5x Special Surveillance Programs (SSP). A Radar Processor Tracking System shall be comprised of a single Line Replaceable Unit (LRU) containing all the electronics necessary to analyze radar data to identify and track potential targets of interest. The contractor shall provide two versions of the Radar Processor Tracking System, the 25K Watt system and the 4K Watt system. Both versions of the Radar Processor Tracking System will conform to the following specifications: Size: 4U (7 in.) X 21 in. deep, 19 in. rack-mount Weight: < 50 lbs Power: 100-240 VAC, 47-63 Hz 500W steady-state (800W peak) Environment: Operating 0º to 50º C, 95% non-condensing humidity Cooling: Internal fans, 200 CFM forced air front-to-back Ruggedization: Designed to meet MIL-STD-901 / MIL-STD-167 The Radar Processor Tracking System shall utilize timing and navigation inputs of 1+ Hz time sync message or existing network time protocol (NTP) server and National Maritime Electronics Association (NMEA) streams from a Transport Core Protocol (TCP) server port, RS-232 or RS-422 links. The Radar Processor Tracking system shall be controlled by a Web-based application providing full status and control. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
